The Supreme Court opens the competition for 3 vacant positions in the Supreme

The Supreme Court has officially launched the procedures for the selection of three new members of the High Judicial Council (HJC), announcing the public call for judges who wish to run.

The process takes place within the framework of the end of the five-year mandate of the three current members of the Supreme Court of Justice, who will end their duties on December 12, 2026. This concerns one member elected by the judges of the first instance courts, one from the courts of appeal and one from the Supreme Court.

In accordance with Law No. 115/2016 "On the governing bodies of the justice system", the President of the Supreme Court announced on June 26, 2026 the call for the submission of candidacies.

Judges who meet the legal criteria and wish to run must submit a written expression of interest by July 13, 2026, along with the required documentation.

The document package includes an updated CV, statements of support from other judges, a self-declaration form, a personal platform with the candidate's objectives, as well as statements related to integrity and potential conflicts of interest.

The documentation can be sent to the electronic address [email protected] or by mail to the Supreme Court, at the address: Rruga "Ibrahim Rugova", No. 20, 1001, Tirana.

In the official announcement, the Supreme Court calls on all judges who meet the legal criteria to become part of the process, with the aim of guaranteeing a composition of the Supreme Court based on professionalism, integrity and credibility.

Supreme Court Announcement:

On 12.12.2026, the full 5-year mandate of 3 (three) members of the High Judicial Council will end, of which 1 (one) member elected from among the judges of the court of first instance, 1 (one) member elected from among the judges of the courts of appeal, and 1 (one) member from the Supreme Court.

Referring to Article 9 of Law No. 115/2016, the President of the Supreme Court, by means of this public announcement, announces today, June 26, 2026, the call for expressions of interest for members of the Supreme Court from among judges of first instance courts, courts of appeal and the Supreme Court.

By July 13, 2026, interested judges must submit a written request to the President of the Supreme Court.

Based on Article 10, point 3 of Law No. 115/2016, as amended, candidates for members of the High Judicial Council, along with the expression of interest, must also submit the following documents:

a) updated curriculum vitae;

ç) a personal platform of the goals and objectives they propose to pursue if elected;

d) a signed individual declaration, under legal responsibility, that they were not members or collaborators of the intelligence services before July 2, 1991, according to this format:

dh) an individual signed declaration, under legal responsibility, that they are not collaborators, informants or agents of secret services;

e) information on second-degree relatives, uncles/aunts, nephews/nieces, grandparents, half-siblings and first-degree relatives of the spouse/partner, parents, children and brothers/sisters who actively practice the profession of lawyer or are owners or executive directors in economic entities, which are classified as large taxpayers by the tax authority. ë) the list of related persons, defined in the law "On the prevention of conflict of interest in the exercise of public functions".

We call on all judges to express their interest in participating in the process of selecting members of the Supreme Court of Justice with the aim of renewing the composition of this constitutional body with judges who guarantee professionalism and credibility.
