After Ksamil shocked public opinion with the dark alliance between crime and the state, another Albanian city falls victim to the same shameful scenario, Peshkopia. Instead of guaranteeing order, law and the rights of citizens, the State Police chose to openly cooperate with local rapists and mafia structures.

Ordinary citizens, who have followed every legal procedure and have regular permits for their work, are brutally stopped by law enforcement, without any legal basis, simply because "someone higher up" orders it, someone who has neither a name nor an official function, but has power: the mafiosi who control the terrain and influence every decision-making.

Violence against citizens has become routine. The fault lies not only with the street police, but with the entire system that allows this degradation – from local police leaders to the political power that is silent, protects or simply obeys the clans of interest.
The Albanian state is losing its dignity and meaning more and more every day. It is no longer a guarantor of order, but is becoming a supporter of violence, a saboteur of the law and an enemy of the honest citizen.

When permitted works are banned and violators are protected, then we no longer have order, but a regime gripped by crime. And this is not only alarming, it is a betrayal of every constitutional principle.

In an unprecedented act and without any legal basis, the police have decided to suspend a completely regular building permit approved by the relevant institutions. This arbitrary intervention has no legal justification other than the fact that the crime boss of the area turns out to be in close contact with mafia and drug trafficking networks.

This is not law enforcement, but its desecration. It is not order, but uniformed anarchy. Instead of stopping illegal construction, pursuing known traffickers, and protecting citizens, some segments of the police choose to serve as "special forces" for criminal interests.

Crime boss Përparim Mata, instead of fighting crime, has chosen to serve criminal groups, using his uniform and power to stop licensed construction and protect the interests of the local mafia and drug traffickers, in an act that represents the capture of the state by organized crime.
