Edi Rama's harsh and arrogant attitude towards the officers of the National Bureau of Investigation was not a spontaneous reaction or an isolated incident. It was a coded, direct and deliberate message to the United States and the European Union. A political response to the ultimatum given to him to extend the mandate of SPAK and its prosecutors, at least for another nine years.
In Sunday's podcast, Rama gave the first signal. Welcoming the election of Klodian Braho as head of SPAK, he declared that this three-year term of his leadership would be the last for the Special Prosecution Office. The message was clear: SPAK has an expiration date and this deadline will not be extended.
The second signal came the next day, at a meeting of the SP parliamentary group. Rama stated that he would undertake institutional reforms alone if the opposition did not accept the majority's version. This was a warning that decisions on justice would no longer be made by consensus, but by force of numbers.
This move came immediately after a visit by opposition MPs to the US. The head of the DP parliamentary group, Gazment Bardhi, held meetings in Washington, including with a senior official of the US Federal Prosecutor. According to sources, the talks focused on pushing the opposition to initiate a parliamentary process to prevent the termination of SPAK's mandate.
Alarmed by these developments, Rama reacted publicly. He signaled that he would move forward even without the opposition, using his majority to pass what he calls “reforms.” But these are not electoral, territorial, or parliamentary reforms. They are reforms designed directly to weaken the judiciary.
In the package that is being prepared, it is expected that the offense of “abuse of office” and “violation of equality in tenders” will be removed from the Criminal Code. It is precisely these two offenses that have kept SPAK’s investigations into the government alive. So far, the US and the EU have openly opposed this political will. But Rama decided to test the limits.
The approval of the “fiscal peace” law with only a majority vote was the first test of strength. The package was opposed by the American Chamber of Commerce, the IMF, the World Bank and the European Union, which issued an official statement against it. Rama did not back down. He passed the law and sent the message: international pressure will no longer stop him.
The incident at the Prime Minister's Office with the BKH officers occurred precisely in this climate. Rama feels the attack is very close and is preparing a counteroffensive. An offensive that risks setting back the European integration process and worsening relations with the American administration.
Prepared for this clash, the prime minister has begun to orient himself more and more towards the East, especially the Arab countries. Even his harsh statement towards Russia was part of this coded communication: a signal that Albania has alternatives, if the West does not withdraw.
In this operation, Rama aims to keep Sali Berisha close to him, as a silent partner in the gradual stripping of the powers of SPAK and BKH. According to sources, the removal of some executive powers of the judicial police of the special prosecution is also being discussed.
Time is critical. It is likely that these moves will accelerate and be implemented by December. The reason is simple: there is a real fear that a major blow could arrive from across the ocean. A “bomb” that could explode exactly where the “brave men” of the National Bureau of Investigation went a few weeks ago.
