We have reached the bottom: The state has fallen!

Crime runs rampant while police chiefs and interior ministers have turned public safety into an abandoned front...

Public security in Albania has entered its most dangerous phase of the decade. Assassinations, explosions, contract killings and the paralysis of the structures that should guarantee order are showing that the state has lost control. Recent investigations, including the arrest of implicated officers, evidence of operations being uncovered and the selective disappearance of names from wanted lists, clearly show that crime is not being fought, but is being nurtured from within the dome.

Ilir Proda, the police chief whose phone is under investigation for suspicions of debunking, and Albana Koçiu, the Interior Minister who defends a force involved in corruption and deep-rooted capture, are the names that symbolize institutional collapse.

The alienation of the police has become so evident that today, crime figures are employed by law enforcement agencies without security clearances, while officers who should be fighting gangs work for them.

Albania is the only country in Europe where police leaders appear in SKY-ECC wiretaps for links to traffickers, where criminals are hidden from official databases by political order and where people involved in hot files are reinstated. The assassinations in Rinas, serious crimes in Shkodër, Elbasan and Tirana, show that gangs are moving freely and that the police are behaving like a paralyzed structure, without authority and without credibility.

In this distorted reality, responsibility cannot be distributed. It has concrete names, concrete positions and concrete decisions that have created this situation. The state needs cleaning, not justifications. Public safety cannot exist with corrupt police, irresponsible ministers and leaders who collaborate with crime instead of cracking down on it.

Albania is no longer simply a country with crime. It is a country where crime has gained institutional ground. And that is why today, more than ever, accountability is demanded./ Pamphlet
