An unusual incident occurred a few days ago with the security escort of the former head of SPAK, Altin Dumani. A suspicious car with a hood followed the car in which the former head of SPAK, Altin Dumani, was traveling from Shkozet to “Casa Italia” in Tirana. It is a “Volkswagen” type car, with license plates AB 059 YL, which did not leave the rear of the car in which Altin Dumani was traveling from Shkozet to Tirana.
The private car has aroused suspicions and then concern among the group accompanying Altin Dumani, who has informed the State Police. The State Police structures have taken measures by engaging reinforcements, while the license plates of the Volkswagen vehicle were immediately verified with fenelin. The result was surprising. The vehicle that followed Altin Dumani's car belonged to the company "Solomon Group", a company founded by the brother of MP Elisa Spiropali, Enkli Spiropali.
Today, the company, a beneficiary of public funds, is owned by Elisa Spiropali's sister-in-law, Blerina Totaj. The real owners of the company "Solomon" are believed to be Elisa Spiropali and her husband Salarjon Totaj, a couple who are hiding behind a network of companies that benefit from millions of euros of public money. The police continue their investigations into the full reasons and circumstances of the incident, which has concerned the former head of SPAK, Altin Dumani, for whom, due to threats, the KLP has requested increased security measures.
So why did the car owned by the business of Elisa Spiropali and Salarjon Totaj follow the car in which Altin Dumani was traveling?
A few months ago, Elisa Spiropali's husband, Salarjon Totaj, was photographed entering the premises of the Special Prosecution Office. Totaj was questioned for several hours at SPAK. The reasons for his appearance at SPAK still remain unclear. There was no notification from SPAK about the case for which Mrs. Spiropali's husband was summoned. It is not known whether Totaj was summoned as a person in the know or whether SPAK has opened a criminal file for him.
There are strong suspicions that the Spiropali-Totaj couple have benefited from several large public tenders using Salillari's company as a cover. Meanwhile, a few days before the "Solomon" company car followed Altin Dumani, a BKH team conducted checks and raided the offices of Pëllumb Salillari, part of the SPAK file for corruption with road infrastructure projects.
Sipas burimeve, gjatë bastisjes që ka zgjatur disa orë, agjentët e BKH-së i kanë sekuestruar Salillarit të paktën 15 telefona dhe laptopë, në të cilët besohet se ka materiale me vlerë për hetimet. Hetimet e SPAK duket se kanë zbuluar disa linja korrupsioni me paratë publike si dhe kanë tronditur interesa të fuqishme financiare.
Afera korruptive e Spiropalit
Në gusht të vitit 2013, disa muaj pasi Partia Socialiste fitoi zgjedhjet parlamentare, vëllai i Elisa Spiropalit, Enkli Spiropali themeloi në Fier kompaninë "Solomon Construction", me objekt import-eksport e tregtimin me shumicë e pakicë të artikujve të ndryshëm industrialë. Në prill 2015, Enkli Spiropali ia shet kompaninë Marjus Memushajt, i cili është kushëriri i Salarjon Totajt.
Gjatë kohës kur kompania ishte në pronësi të vëllait të Spiropalit dhe pas kalimit formal në emrin e Marjus Memushajt, rezulton se ka përfituar para publike nga Ujësjellësi i Fierit kur drejtohej nga Salarjon Totaj. Më 27 mars 2014, bashkëshorti në atë kohë jo zyrtar i Spiropalit, Salarjon Totaj i jep një tender me vlerë 66 mijë euro vëllait të Spiropalit, Enkli Spiropali.
Në një reagim në Facebook, në shkurt të vitit 2019, zonja Spiropali tha se vëllai i saj nuk kishte përfituar fonde publike, duke mohuar evidencat dhe faktet që tregonin përfitimin në konflikt interesi, madje në formë korruptive. Nga vitit 2014 deri më 2016, bashkëshorti i Spiropalit i ka dhënë 350 mijë euro tenderë kompanisë së vëllait të Spiropalit.
Në maj të vitit 2024, vëllai i Spiropalit, Enkli Spiropali vendos t’i futet një tjetër biznesi. Ai themelon kompaninë e taksive Blest Taxi bashkë me Klodjan Kalldanin me kapital 100 mijë lekë. Administrator të kompanisë fillimisht caktojnë Besmir Metanin, i dyshuar si i përfshirë në biznesin kriminal të mashtrimit përmes call centrave. Spiropali dhe Kalldani e nisën biznesin me një flotë prej 5 taksish.
Ndërkaq, kompania "Solomon Construction" e themeluar nga vëllai i Spiropalit do të përfundonte në duart e kunatës së saj, Blerina Totaj. Në tetor 2021, Marjus Memushaj e shet kompaninë "Solomon" te kompania "Fortes Construction" për 120 mijë euro. Duket si një shitje reale, por faktet tregojnë se bashkëshorti i Spiropalit po kalon kompaninë nga njëra dorë e besuar në tjetrën.
Kompania e projektimit dhe e ndërtimit "Fortes Construction", e cila bleu kompaninë Solomon, është një tjetër linjë biznesi e bashkëshorit të Elisa Spiropalit, Salarjon Totaj. Kompania e themeluar në vitin 2015, me zyra te Shopping Center në Tiranë, është në emrin e dy kunatave të Elisa Spiropalit, Blerina dhe Luranda Totaj.

Through the company “Solomon Construction”, the Totajs have also secured a 90-year lease with the Ministry of Agriculture for the cultivation of olives on a 19-hectare area owned by the state in Patos. Ministry of Agriculture documents state that “Solomon Construction” has leased this area of land for 90 years, worth 465 thousand new lek per year or about 40 thousand new lek per month. The purpose of the lease is “cultivation, production and marketing of olives for oil and table”.

Keta "inteligjentet" e SPAK te "trajnuar" ne USA i therrasin e arrestojne kriminelet qe t'i informojne e jo t'i denojne. Pse e them kete? Sepse jo vetem Amerikanet por gjithe bota e qyteteruar, te vrojtojne mire e nuk te arrestojne pa ditur pse e te bejne tallava me moralin e drejtesise. Cfare e dine popullin keta maloke fshatare te qelbur injorante qe dikur talleshim, se mbanin ne gjoks nje cope kaucuku me S (sulmues) te marra ne aksionet e rinise ne hekurudha e ngjisnin hunden ne vitrinat e dyqaneve kur vizitonin Tiranen me grupe lidhur per dore mos humbinin? Ne te gjithe historine e botes ky lloj malli ka bere baterdine e ka hapur luftra gjakatare. Popull, pastroni shtetin, akademite, drejtesine, arkivat nga keta muter se do perfundojme ne kanalet e shkarkimit ne det.
