All Babloku projects are turning into corruption scandals, SPAK takes 3 defendants for Vlora Airport!
All the infrastructure projects that the prime minister is presenting with such fanfare are turning out to be pure corruption affairs.
Vlora Airport was sold to us as a super project that would enhance the country's image and increase the number of tourists. But this project is not only not being implemented, but it seems to have been engulfed in successive scandals.
In addition to the clashes between the administrators of the company that is building the airport, SPAK has also entered the game, confirming that Edi Rama's bargain with Astrit Pacolli was a clean affair.
According to sources, three members of the Bid Evaluation Committee, which in March 2021 announced the winner of the consortium for the construction and operation of the airport, have been accused of "violation of equality in tenders". They are officials of the Ministry of Infrastructure and Energy and SPAK has today communicated the charges to them.
SPAK's investigations focus on how the concession award procedure was conducted, from the moment of the first announcement at the end of 2019 until its completion in March 2021. The suspicions are that, through actions or inactions, officials favored the winning consortium, consisting of "Mabco Construction", the Turkish company "YDA" and "2A Group", in a project worth around 104.3 million euros and with a 35-year operating term.
The concession contract was signed in April 2021. The concession company "Vlora International Airport" was then created, with the initial division of shares between the three companies. But the dynamics of the project changed after the withdrawal of the Turkish company "YDA", which sold its shares to "Mabco Construction", reconfiguring the relationships between the partners.
This move was followed by a clash between the remaining shareholders. The company “2A Group” has claimed an increase in shareholding up to 49%, leading to the case being taken to court. The conflict has also taken on a criminal dimension, as the parties have filed charges against each other for fraud, while another investigation is related to a loan taken out in the name of the concession company.
In parallel with the developments among private individuals, SPAK is continuing its investigations to identify possible responsibilities at higher decision-making levels. Sources from the prosecution indicate that the verifications are not limited to the members of the commission, but may also extend to other officials involved in the procedure.
The Vlora Airport project, initially announced in 2018 as a strategic investment, still remains without a clear deadline for completion and start of operations, while it has already become the subject of criminal investigation in several directions. /Pamphlet
