The transfer of the Vlora Cadastre to Tirana is not an administrative reorganization, but a suspicious move to erase traces of property theft on the southern coast. The decision bears only the signature of the director Lorena Goxhobelli and the formal order of the Minister of Justice Besfort Lamallari, while the scheme is suspected to have been conceived by Prime Minister Edi Rama. In a region with massive property overlaps, document forgeries and numerous conflicts between residents and strategic investors, the relocation of files to Tirana risks delaying investigations and facilitating the disappearance of evidence. The case is reminiscent of the previous Durrës Cadastre scheme and raises serious concerns about favoring the looters of public and private property.
In the decision to transfer the Vlora Cadastre to Tirana, the General Director, Lorena Goxhobelli, only had the signature, while the order was given by the Minister of Justice, Besfort Lamallari, as the head of the department that is subordinate to her.
Even the order of the "puppet" minister was formal, as the merger of the Vlora Cadastre is Edi Rama's scheme, because no director or minister has the legal authority to merge and transfer regional public services without a decision from the prime minister.
However, administratively, this is the first service that the Minister of Justice, Besfort Lamallari, has openly provided to counterfeiters and land grabbers on the coast and in the Vlora and Himara areas.
This raises suspicions that there is no cadastral reorganization taking place for efficient service to citizens, but rather a physical transfer of black documents, with which government officials, MPs, prosecutors, judges, police chiefs, mayors, directors, oligarchs, traffickers, cadastral, tax, customs officials and foreigners associated with them have plundered land, forests, buildings, public and private beaches with false documents.
Even the transfer of the Vlora Cadastre to Tirana, after the change of 11 directors in 12 years and the arrests carried out and the ongoing investigations by SPAK, is the same scheme for the disappearance of documents, as the transfer of the files of the Durrës Cadastre to Tirana, after the arrests of directors and chiefs.
Two questions that raise suspicions of favoritism for robbers and destruction of evidence
– Why was the Vlora Cadastre merged and transferred to the General Directorate, when the employees are located in Vlora? Especially when just a year ago the building, offices and service system of this cadastre underwent reconstruction and completion of offices worth around 3 million euros?
– Why was the Vlora cadastral service transferred to Tirana, when the Vlora Region is home to residents, properties, the Regional Council, the Prefecture, municipalities, archives, police, prosecutors' offices and courts that handle applications, complaints and denunciations, especially when there are many cases in process?
Apparently, to avoid confrontations over the theft of property, Babloku and his gang of government officials and robbers have decided to roam the citizens of Tirana, dragging and tiring out those whose property has been stolen and whose property is being stolen.
In Vlora, Karaburun, Zvërnec, Llogara, Himara, Palasa, Dhërmi, Radhima, Borsh, Narta, Akërni, Pishe-Poro and Orikum there is 30–40 percent overlapping of properties, intentional classification of lands as plots and vice versa, non-restitution of properties.
There is non-registration of land acquisition acts, conflicts between indigenous residents and strategic investors who are not residents of the area, falsification of names and maps, disappearance and addition of false sheets in registers, construction permits for entities that are not land owners, etc.
The transfer of the Vlora Cadastre to Tirana was not done to solve these problems, but to confuse, delay and not solve them, because behind this mess and massacre of properties are government officials, family members and their favorites.
We hope that there will be no “sudden fire” in the General Cadastre warehouses, where the Vlora property files will be taken. But it would be more appropriate for the Vlora files, before they go to the Tirana Cadastre, to be taken under administration by SPAK./ Pamphlet
