While SPAK and GJKKO continue their investigation into the waste affair, the government has authorized another 710 million lek in financing for the design of incinerator infrastructure in Fier and Elbasan. Documents from January 26, 2026 show that additional funds are being provided for two plants that are out of operation, although tens of millions of euros were spent on their construction. In Fier, the incinerator has not been taken over due to the escape of the owners of the construction company, while in Elbasan the waste is only deposited and burned in an uncontrolled manner. The new tender signals that additional payments will follow after the design, deepening a financial scandal that has not yet received a criminal response.
While SPAK and GJKKO have not yet closed the waste issue, the government has not closed the accounts with the investments for them, financing millions of additional lek.
Although Prime Minister Edi Rama has inaugurated the collection-incineration centers with fanfare and continues to declare that they are operating according to investment projects, a tender was held this week for the design of their infrastructure in Fier and Elbasan.

The document dated January 26, 2026, which is being published by "Pamphlet", proves that the government, through the National Waste Management Agency as the financing entity and the Centralized Purchasing Operator as the procurement entity, has finalized additional funds for waste.
The procurement procedure has as its object: "Design of waste management infrastructure in waste areas in Fier and Elbasan", divided into two lots, with a total contract value of 710 million lek, awarded to the company "Gjeokonsult&Co" sh.pk
For the design of waste infrastructure in Fier, the additional funding is 344 million lek including VAT, while for the waste area in Elbasan the investment is 366 million lek including VAT.
The waste management and processing areas in Fier and Elbasan are landfills and incinerators, for whose landfill infrastructure and combustion technology around 35 million euros have been spent in Elbasan and 30 million euros in Fier, but the incinerators are out of function.
In Fier, the waste disposal area and incinerator have not yet been taken over by the government and the municipality, as Klodian Zoto and Mirel Mërtiri, the owners of the company that won the construction tender, have been on the run for four years following criminal proceedings by SPAK.
In Elbasan, the landfill and incinerator have been taken over by the government and the seven municipalities of the region, which created the “ECO-ELB” company, but the incinerator is not functioning. Meanwhile, millions of lek are being spent, but it cannot be put into operation, as the equipment is in scrap condition.
Waste in Elbasan is only being deposited and added to daily, to the point that the leaders of "ECO-ELB", in collaboration with the mayor of Elbasan, Gledian Llatja, often set fire to the waste.
Now, the government has financed the next check of 710 million lek for the design of the infrastructure of the waste areas in Fier and Elbasan.
This means that, after the design, there will be additional funding for project investments, the value of which is unknown and will be determined by Babloku./ Pamphlet
