The Prime Minister is forced to personally sign government decisions for the first time in 13 years...
For the first time in 13 years as Prime Minister, Edi Rama is signing government decisions himself in 6 consecutive meetings, while previously he ordered Deputy Prime Ministers Niko Peleshi, Senida Mesi, Erion Braçe, Arben Ahmetaj and Belinda Balluku to sign them.
According to information from the Prime Minister's Office, this change has a simple but very significant reason: Deputy Prime Minister Albana Koçiu is refusing to sign it.
The legal arguments for its rejection are clear.
First, the Deputy Prime Minister should not sign government decisions whose meetings were not chaired by her, but by the Prime Minister.
Secondly, the Deputy Prime Minister is obliged to sign government decisions with delegation of signature only by written order and only when the meetings are held while the Prime Minister is abroad, or is unable to attend due to health reasons. Legally, Albanas Koçiu's refusal is correct.
But in reality, this refusal is related to the fear of criminal confrontation at SPAK. Because the decisions that the prime minister makes and that "probably" the ministers propose, contain financial and clientelistic wealth affairs.
More clearly, Albana Koçiu is not accepting to sign the bargains that Edi Rama continues to make with his Albanian and foreign clients and friends, to donate public assets and funds, licenses, concessions and permits to build resorts with personalized government decisions.
During 13 years, Edi Rama has only signed bureaucratic decisions; those for employment in the administration, for increases and indexation of salaries and pensions, for supplementary pensions, legalization of illegal constructions, etc. While former deputy prime ministers have signed decisions for: concessions in healthcare, landfills, roads, tunnels, "1 Euro" contracts, "Strategic Investors" with donations of land and beaches on the coast, permits for resort construction, the creation of the company "Air Albania", etc., etc.
Rama has done the shopping, while the deputy prime ministers have signed bank guarantees for the oligarchs, the affairs of the investment corporation, "Durana Park", the two phantom satellites, the "Alabbar" towers, the Vlora Airport, the Port of Durres, cannabis cultivation, betting, the monopoly on weapons, vehicles, drones and military vessels given to the Israeli friend Ron Yeffet, and much more.
Knowing these facts and the American pressure on SPAK to crack down on corruption at the top of the government, Deputy Prime Minister Albana Koçiu is afraid to sign Edi Rama's deals. Her refusal has angered the Prime Minister, because his former deputies over the past 13 years have not only not dared, but have not even thought of refusing his orders to sign decisions. Albana Koçiu is the first Deputy Prime Minister to refuse.
If she continues to refuse to sign Edi Rama's decisions, it is said that she will be dismissed from office. The prime minister's 'prompters' inside and outside the prime minister's office, in order to force Albana to sign, are putting pressure on her, telling her that in addition to dismissal, the 'tall man's' revenge will be accompanied by an investigation into her activities during her 10 years as director of Public Administration, two years as minister of Health, and her husband's work in the Customs Directorate.
