Administrator Sokol Dishnica and the ALPEX Board announced the same tender for "Electronic Trading Platforms" twice within 3 months, initially for 3.5 million Euros in January 2026 (awarded to the Greek company ATHEX), then again for 3.8 million Euros in April 2026, 300 thousand Euros more expensive for the same work, while since 2020 the stock exchange has declared annual losses of 310-520 million lek.
Corruption affairs in the energy sector, in addition to KESH, OSHEE and OST, are also present in the Albanian Electricity Exchange - ALPEX, a joint-stock company, created in October 2020 by the Albanian Government and the Government of Kosovo.
The object of the Energy Exchange's activity is the creation, management and administration of the organized electricity market in Albania and Kosovo, but the administrator Sokol Dishnica and the Board members are engaged in tender bargaining, some of which are obvious thefts.

This is what the leaders of the Albanian Energy Exchange have done, twice for the same repeated tender with two different financial values, with the same service object: "Albania-Kosovo electronic trading and clearing platforms for electricity markets and market unification", with a service term of 4.5 years.

According to the documents, for the first time this tender was announced as completed on January 26, 2026, with a value of 3.5 million Euros including VAT, awarded to the Greek company "ATHEX SA" and its 2 subsidiaries "ATHEX SA", "Enex Clearing House Single Member SA" and "Hellenic Energy Exchange SA", all three at the same address: Athinon Avenue, 10442, Athens - Greece.
The same tender, with the same object "Albania-Kosovo electronic trading and clearing platforms for energy markets and market integration" with a service period of 4.5 years, was announced by the administrator Sokol Dishnica and the Board on April 20, 2026 and will be held on May 15.

This tender also has a contract term of 4.5 years, but with a different reference number and a limit fund value of 3.8 million Euros including VAT, or 300 thousand Euros more than the value of the same tender held in January 2026.
It is not known whether the heads of the Albanian Energy Exchange will again award this fictitious tender to the Greek company "ATHEX SA" and its 2 subsidiaries "ATHEX SA", "Enex Clearing House Single Member SA" and "Hellenic Energy Exchange SA"
But this fabricated and repeated tender for the same service within 3 months creates complete suspicions of the theft of the 3.8 million Euro fund.
Two other facts that need to be investigated:
1. It is the obligation of the staff and specialists of the Albanian Energy Exchange to create their own electronic trading and clearing platforms for the Albania-Kosovo electricity markets and the unification of the markets, but they are carried out with multi-million Euro tenders given to private parties, even fictitiously repeated twice, as in the case we are denouncing.
2. It is unimaginable that the administrator and board of the Electricity Exchange, since 2020 when it was created, have declared annual balance sheets with losses of 310-520 million lek.
According to the National Business Center, the Albanian Electricity Exchange is 67.25% owned by OST-Albania and 43.75% owned by OST-Energy Market-Kosovo./ Pamphlet
