Documents obtained by “Pamphlet” reveal blatant discrepancies in the education and career of Elion Mustafaj, who worked full-time at the Durrës Prosecutor’s Office while studying “full-time” at the University of Tirana. Despite denunciations and 7 criminal charges, he was appointed head of the Fier Prosecutor’s Office in June 2023.
The new file published by "Pamfleti" confirms the suspicions of document falsification and clear conflict of interest in Elion Mustafaj's career.
At the age of 24, he started working as a chancellor at the Durrës Prosecutor's Office, while he declares that he was pursuing university studies "full-time". In addition to problems with graduation and professional activity, Mustafaj has 7 criminal charges pending, while his wife benefits financially from a person convicted of robbery in England.
The personal file of Elion Mustafaj, currently head of the Fier Prosecution Office, is being revealed as a clear double example of the failure of justice reform:
a prosecutor reported 7 times for corruption, links to crime and falsification of documents, but kept in office with the blessing of the High Prosecutorial Council, the General Prosecutor's Office and the Vetting Commission.
According to documents obtained by "Pamfleti", Mustafaj has contradictory statements in his personal file about his education and work period:
He stated that on May 1, 2004, at the age of 24, he started working as a full-time chancellor at the Durrës Prosecution Office;
Meanwhile, during the same period, he stated that he was pursuing full-time university studies at the University of Tirana, during the years 2003–2007;
He did not declare the faculty, profile or specialization of his diploma;
No official document confirms the completion of his studies or the defense of his diploma;
Furthermore, he states that during the same period he also completed a “Master of Science”, although he had not yet completed his basic university studies.
These discrepancies would be enough to raise strong suspicions of diploma forgery, but no state body has intervened to verify it.
Instead of being suspended for administrative investigation, Mustafaj was appointed on June 9, 2023 Head of the Fier Prosecution Office, with the signature of the High Council of Prosecutors.
A career built on the silence of institutions
Mustafaj's career in the justice system has been a rapid vertical path, but one based on personal and political connections, not on professional merit:
2004–2007: Chancellor at the Durrës Prosecution Office.
2007–2010: Judicial Police Officer.
2011–2016: Prosecutor at the Durrës Prosecution Office.
2017–2022: Prosecutor at the General Prosecution Office.
2023: Head of the Fier Prosecution Office.
In all these positions, Mustafaj has had reports of corruption, abuse of office, concealment of assets and favoritism of persons under investigation.
“Pamfleti” has previously published 7 criminal reports, among them for:
1. Favoring a person convicted of robbery in England, where Mustafaj's wife works as an administrator in his company;
2. Intervention in the "Bankers Petroleum" file, removing the wife and daughter of his boss at the General Prosecutor's Office from the investigation;
3. Direct links to businessmen and lawyers involved in SPAK files;
4. Conflict of interest in investigations into economic crimes and money laundering.
A "vetting" for eyes and cheeks
Despite this baggage, the Vetting Commission confirmed Mustafaj in office, without analyzing either the false declarations of education or family ties to persons convicted abroad.
This decision-making, in violation of the law, shows that the vetting process is not a filter of integrity, but a selective political tool, which preserves people loyal to the justice system.
Reliable sources told “Pamphlet” that Elion Mustafaj is on the US State Department’s blacklist, due to suspicions of corruption, interference in investigations and connections with persons declared “non-grata”.
However, he continues to head one of the country’s most problematic prosecutors’ offices, Fier, an area known for political clashes, large economic interests and strong links between politics and organized crime.
In the end, the case of Elion Mustafaj is the perfect summary of the hypocrisy of the justice reform:
a prosecutor with a dubious degree, connections to convicts abroad, seven criminal charges and political support, who is not only not punished, but is promoted.

Te pershendes z. Gjergj, Po lexoja tani kete shkrim te Pamflet per prokurorin e Fierit Elion Mustafaj. Kujtoj se kam ndeshur dhe nje here tjeter me pare nje shkrim kritik per te nga ju. Per hir te se vertetes, meqe kete person e kam nga zona ime dhe nena e tij ka qene mesuesja ime ne fillore ndaj e njoh Elionin ne distance dhe kosnstatoj qe disa fakte te shkruara jane jo te sakta, me shume shpifje dhe me duken si tedencioze per te. Si ju thashe me lart veprimtarine e tij e njoh ne distance dhe di qe arsimimin e ka bere me kohe te plote ne FD per vitet nuk me kujtohen kur po ka qene student i mire dhe me duket pa sens qe te mos kete diplome si aludoni. E them kete edhe nga vleresimet e badhkemoshatareve te tij studentore qe kam degjuar qe jane sot gjyqtare apo prokurore ose avokate. Se dyti , ju thoni : 1 Favorizon nje person te denuar per grabitje ne Angli ku badhkeshorta e Eljon Mustafajt punon si administratore ne kompanine e tij. Ne dijenine time ajo nuk ka punuar ndonjehere administratore kompanie dhe nuk ka asnje lidhje me kete emer ndaj duket histori e sajuar Po ashtu, edhe kur thoni mga burime te besuara te Pamfletit se Elion Mustafaj eshte ne listen e zeze te Departamentit Amerikan te Shtetit me duket qesharake dhe natyrisht nuk eshte e verte, pasi siç te thashe duke qene se jemi nga i njejti vend mesojme ne distance per njeri-tjetrin nga rrethi shoqeror e miqesor, ai shkon rreth dy here ne vit ne Amerike dhe ju thoni eshte ne listen e zeze!? Si lexues i juaj me duhet te them tw verteten ashtu siç e di dhe spresoj qe me kete informacion tu ndihmoj lidhur me kete sipermarrje tedencioze qe hedh balte e cenon integritetin moral e profesional te nje djali te ri per keto tre fakte qe pa hezitim i quaj shpifje te spinsorizuara nga interesa okulte qe jo vetem nuk i sherbejne te vertetes por bejne pis edhe emrin e portalit tuaj qe shpesh here eshte per mua burim i se vertetes duke botuar skandale dhe ngjarrje me emra te erret qe kalerojne mes krimit dhe korrupsionit.
