When thousands of protesters gathered for the thirtieth consecutive night in front of the Prime Minister's Office in Tirana, the crowd wasn't just expecting the usual speeches from activists. For the first time since the protest against construction in the Pishë Poro–Nartë protected area began, members of the European Parliament also took to the makeshift stage.
The participation of the European delegation came as an act of public solidarity, just a few days after the European Parliament adopted on June 17 the resolution on the European Commission's report on Albania for 2025.
The resolution expresses deep concern about developments in the Pishë Poro–Nartë protected area. MEPs called on the Albanian authorities to repeal the 2024 legal amendments to protected areas, which pave the way for the construction of large-scale tourist infrastructure and weaken environmental protection.
The document also calls for an immediate moratorium on new permits, construction works and development projects in protected areas, until problematic provisions are repealed and compliance with EU standards for nature protection is ensured.
The European Parliament delegation to Tirana was led by Tineke Strik and consisted of Jutta Paulus, Cristina Guarda, Anna Strolenberg, Nicolae Ștefănuță and Daniel Freund. It was also joined by Boris Mijatović (member of the German Bundestag), Jelena Miloš (member of the Croatian parliament), Hanna Partanen (municipal councillor in Finland) and Vula Tsetsi (co-chair of the European Green Party).
"The Albanian people are ready for Europe, but the government is not"
Addressing the protesters, the head of the delegation, Dutch MEP Tineke Strik, said that the civic mobilization shows the commitment of Albanian society to European values.
“We are impressed by the fact that so many people refuse to destroy this natural asset for the interests of wealthy foreign investors,” she said. According to Strik, media investigations show that the issue goes beyond a tourist project and raises suspicions of corruption, money laundering and organized crime.
"The fact that Albanian citizens do not accept this is a sign of hope and a proof that Albania has its place in the European Union. I will take this message to Brussels: the Albanian people are ready for the EU, but the government is not yet," Strik declared.
Ajo shtoi se Parlamenti Evropian ka kërkuar moratorium dhe se presioni politik do të vazhdojë në institucionet evropiane. Eurodeputetja Anna Strolenberg e cilësoi protestën si një mbrojtje të vlerave themelore të BE-së.
“Ajo për të cilën po ngrini zërin është vetë Evropa: mbrojtja e natyrës, lufta kundër korrupsionit, transparenca dhe demokracia”, tha ajo, duke paralajmëruar se shkeljet mjedisore mund të ndikojnë në procesin e anëtarësimit.
“Nëse këto standarde shkelen, çdo shtet anëtar mund të përdorë të drejtën e vetos për të bllokuar procesin”, shtoi Strolenberg. Eurodeputetja gjermane Jutta Paulus u shpreh se natyra shqiptare “nuk është në shitje”. Ajo tha se kishte marrë një email zyrtar nga qeveria shqiptare me kërkesën për të mos mbështetur disa amendamente të rezolutës që lidhen me zonat e mbrojtura dhe projektin në Zvërnec.
“Ne votuam pro atyre amendamenteve sepse ligji evropian nuk mund të blihet. Vazhdoni qëndresën tuaj; ne do të bëjmë çmos t’ju mbështesim në Bruksel. Shqiptarët meritojnë më shumë”, tha Paulus.
Eurodeputetja italiane Cristina Guarda e cilësoi protestën si një shembull të mbrojtjes së tokës dhe të drejtave të njeriut përballë korrupsionit. Ajo falënderoi diasporën shqiptare në Itali dhe përcolli një mesazh për Kryeministrin: “Në Evropë nuk hyhet duke u përkulur apo duke i shërbyer dikujt; në Evropë hyhet me kokën lart, sepse e meritoni”, deklaroi ajo.
Zëvendëspresidenti i Parlamentit Evropian, Nicolae Ștefănuță, e krahasoi “Revolucionin e Flamingove” me protestat kundër projektit minerar të Roșia Montană në Rumani.
“Kjo nuk është më thjesht një kauzë mjedisore, por një çështje kombëtare që prek shpirtin e vendit tuaj dhe të Evropës”, tha ai.
Ai shtoi se pushteti i përket qytetarëve dhe se ai dobësohet kur ata mobilizohen.
“Pse ne jemi këtu, ndërsa Edi Rama mungon? Sepse ka frikë. Por mos harroni: nëse ai ka frikë, ju duhet të keni guxim. Rruga është e gjatë, por jeni në anën e duhur të historisë”, përfundoi ai.
Inspektimi në Zvërnec: Dëme të konsiderueshme në terren
Të nesërmen, delegacioni vizitoi zonën e Zvërnecit për të parë nga afër efektet e punimeve të nisura për ndërtimin e një resorti. Në një deklaratë për shtyp, Tineke Strik i cilësoi dëmet e konstatuara si shumë shqetësuese.
“Është e trishtueshme të shohësh sa shumë është shkatërruar në pak kohë: rrugë e re, pemë të prera dhe kanali mes detit e lagunës i ngushtuar pothuajse deri në bllokim. Tharja e ligatinave ka nisur tashmë”, tha ajo. Sipas saj, dëmet përbëjnë shkelje të drejtpërdrejta të Direktivave të BE-së për Shpendët dhe Habitatet.
Takimi me ministrin: Asnjë garanci për pezullimin e punimeve
Po të mërkurën, delegacioni i PE-së zhvilloi një takim me Ministrin e Mjedisit, Sofjan Jaupaj, për të kërkuar sqarime mbi procedurat e ndjekura. Pas takimit, eurodeputetët u shprehën se shqetësimet e tyre mbeten të mëdha.
Tineke Strik said that the minister argued that there is no final project yet and that, when submitted, it will be subject to an Environmental Impact Assessment and public consultation.
"How can the legality of a construction be assessed when the works have started without a final project? This is not logical," she said. She added that the question of the suspension of the works did not receive a clear answer.
According to her, there is a risk that the work will continue to create a fait accompli before the negotiations on Chapter 27 (Environment). She announced that she will inform the Commissioner for Enlargement, Marta Kos. "The moratorium must be implemented in practice. Trust alone is not enough, real monitoring is needed," Strik concluded.
A month of protests of the "Flamingo Revolution"
What began on May 31st as a civic reaction against construction in Pishe Poro-Narte and Zvërnec has transformed into one of the longest and most sustained protest movements in Albania since the 1990s.
The protesters' demands are structured around several main points. First, they demand the resignation of the Prime Minister and the creation of a technical and non-partisan transitional government.
Secondly, constitutional changes through referendum to guarantee equality before the law. Thirdly, deep reform of the Electoral Code, the financing of political parties and limiting the Prime Minister's term to a maximum of two terms.
Fourth, the repeal of the amendments to the Law on Protected Areas is required, as well as the revision of the strategic investment package and the framework for cultural heritage. Fifth, a new social contract between the state and citizens, drafted by independent experts, is required.
Since May 31, the State Police have processed around 150 protesters, despite the largely peaceful nature of the rallies. Meanwhile, Prime Minister Edi Rama has reacted on social media, calling the movement an “imaginary flamingo revolution” and accompanying it with ironic and satirical posts against the protesters./ Pamphlet from “Balcani Caucaso”
