Leli Kaja, director of the Landfill and with 5 files for corruption and abuse of office, and Luan Tabaku, director of the Water Supply, investigated by SPAK for links to gangs, continue to hold leadership positions in the public administration of Elbasan.
In the Albanian justice reports on the "fight against corruption", Elbasan is listed as one of the cities with the most investigated officials. But two of them, Leli Kaja and Luan Tabaku, are not only under investigation by the Prosecutor's Office and SPAK, but continue to be in office. One with five files for abuses in construction and landfill, the other related to gangs and water supply tenders. Neither has been punished.
In central Albania, Elbasan has become a paradox of Albanian justice: a city where leaders under investigation by SPAK and the local Prosecutor's Office are not only not dismissed, but continue to administer millions of euros of public funds.
First case: Leli Kaja, the director with five files in the Elbasan Prosecutor's Office
For five years, Leli Kaja, currently the director of the Regional Landfill “ECO ELB”, has been the subject of five investigative files.
Three of them have been in the Elbasan Prosecutor’s Office since the period when Kaja was the Chief Inspector of Territorial Protection in the Municipality of Elbasan (2007–2021).
They include accusations of abuse of office, corruption, illegal construction, occupation of public spaces and collaboration with local gangs.
Despite this criminal record, on September 22, 2022, he was appointed director of the Landfill, with a political signature.
In March 2024 and February 2025, two more files were opened against him, one for active corruption and one for organizing deliberate arson in the waste field to manipulate tenders and maintenance contracts.
During the investigation, Kaja disappeared the Landfill camera servers, hid the tender documentation and refused to appear at the Prosecutor's Office for clarification.
After being declared wanted on July 21, 2025, he continued to move freely in Elbasan, going to the office, the SP headquarters, the Prefecture and the Police, without ever being arrested.
His files have been left in complete silence, while he continues to sign public contracts for waste collection and management.
Second case: Luan Tabaku, the director that SPAK investigated and left in office
Another scandalous case is that of Luan Tabaku, the director of the Elbasan Waterworks.
Tabaku has two files in the Elbasan Prosecutor's Office and another in SPAK, for corruption, forgery of documents and involvement in the network of usurped properties during his time as director of the Cadastre.
In the SPAK file, Tabaku is mentioned for collaboration with criminal gangs.
On April 11, 2025, BKH agents searched Tabaku's office and apartment, where they found forged documents, tender files, and cadastral materials related to Nazif Bajrami's "Bajrami N." companies and Eral Myftari's "MEXWOOD," two businessmen involved in contracts with the water utility.
Five days later, on April 16, 2025, Tabaku was summoned to SPAK to be questioned about the evidence found and the conversations on the SKY ECC application, but since that day his file has been frozen.
No security measures, no suspension from duty, only silence.
Sources within the system say that the investigation has been politicized, as Tabaku has connections to prominent SP figures in Elbasan and local businesses that finance the party's campaigns.
For now, he continues to sign new tenders, while he is accused of corruption worth millions of euros.
Elbasan has become a symbol of local impunity:
- Directors declared wanted who are working normally,
- Officials investigated by SPAK who sign new contracts,
- Prosecutors who dare not enforce the law.
This is the real face of the "successes" that the government and the judiciary sell as the fight against corruption, a system where investigations are closed with bargains and corrupt officials become stronger than the law./ Pamphlet
