The Ministry of Education rejects the fabricated accusations against Rector Tonin Gjuraj. The “Kokaj Clan”, linked to criminal and political interests in Shkodër, attempted to usurp the University through pressure on state institutions.
An organized attempt to overthrow the leadership of the “Luigj Gurakuqi” University in Shkodër has been neutralized by the authorities. Sources from the Ministry of Education confirm that the “report” that the Gaspër Koka clan attempted to impose against the rector, Tonin Gjuraj, has been dismissed as unfounded and politically motivated.
The final report of the state inspectors confirms that the rectorate acted legally, while the “Kokaj” clan has been exposed for its attempt to seize the university for personal and business interests.
The attempt to overthrow the leadership of the “Luigj Gurakuqi” University of Shkodra has failed.
According to reliable sources of “Pamflet”, after an in-depth administrative investigation, the Ministry of Education has definitively dismissed the fabricated accusations by Gaspër Koka and his group, who for months have been orchestrating a failed coup against the rector, Tonin Gjuraj.
Through the so-called co-governance channel, Koka's people have pressured employees of the Ministry of Education to prepare a false report on the process of selecting department heads at the university, in order to delegitimize the work of the rector.
However, the officials who dealt with the case did not succumb to pressure and followed legal procedures, reporting that the rectorate acted in full compliance with the legal framework and the autonomy of higher education.
The final report, submitted to the Ministry of Education and the Office of Co-Governance, confirms that:
• The university has followed the regulations for academic elections;
• No procedure has been violated by the rector or the senate;
• The accusation raised by the Gasper Koka clan is baseless and politically motivated.
Koka, a person of early influence in political and media circles in Shkodra, owns a local television station that has served as a megaphone for his propaganda, spreading fake news about a “prosecution investigation.”
In reality, no judicial body has been involved in a purely administrative matter, while the prosecution has no legal authority over the university election processes.
Koka’s attempt to turn the university into a fiefdom for his personal interests is a clear example of the interference of political and economic structures in institutions of knowledge.
According to “Pamphlet” sources, Koka has used his connections with former corrupt ministry officials and groups linked to business and crime to take control of the “Luigj Gurakuqi” University, one of the most important public institutions in the north of the country.
The higher education inspectors, who undertook the verification, have sent a full report to the Ministry of Education, which has refused to participate in this orchestrated coup.
Instead of accusations, the ministry's report fully supports the rector Tonin Gjuraj, describing him as a guarantee for the process of renewing the scientific departments and for the progress of the academic reform at the university.
After his plan failed, Gaspër Koka has started using his television to distort the truth and spread fear among the academic staff.
He has publicly claimed that “the case is being passed to the Prosecutor’s Office”, a pure lie that aims to destabilize the university and blackmail the lecturers who do not obey him.
In fact, justice has nothing to do with internal academic processes, but must act against the blackmail, pressure and manipulation that Gaspër Koka is exerting against public and university institutions in Shkodra.
According to sources, the academic and administrative staff of the “Luigj Gurakuqi” University is expected to file a criminal complaint against him for defamation, interference in the functioning of public institutions and blackmail against education employees.
The coup attempt against the University of Shkodra has been defeated.
The old clans that have ruled the city for decades with political, media and criminal connections are losing ground in the face of institutions that still protect the law and academic autonomy.
Rector Tonin Gjuraj remains in office, with the full support of the government and the university staff, while the Gasper Koka clan must answer to justice for the criminal attempt to seize the university./ Pamphlet
