The Ombudsman has reacted regarding the case of the citizen who was allegedly raped in the premises of the Security Block, noting that up to this stage of the verifications, no evidence has been found to support these allegations. However, the institution assesses that the health condition of the arrested person does not allow him to continue his stay in the cell and has requested the Prosecution and the Court to immediately review the security measure.
According to the official announcement, immediately after receiving the alert, four assistant commissioners were engaged in verifying the case. Initially, they appeared at the QSUT, where the citizen's health condition did not make it possible to interview him. Then, the verification group conducted inspections at the Security Block, taking testimony from police officers and other arrested persons. After transferring the citizen to the Trauma Hospital, his statement was also taken.
From the documentation administered so far, the Ombudsman says that there is no evidence confirming the use of violence in the premises of the Security Block. The institution adds that the citizen was interviewed the day before and, according to his written statement, he had not raised any allegations of violence during his detention, escort, stay at the police station or in the Security Block.
Also, during the verifications, it was found that the citizen has experienced several episodes of health crises related to the disease he suffers from. For this reason, the Ombudsman assesses that keeping him in a cell constitutes a health risk and conflicts with the standards of Article 3 of the European Convention on Human Rights.
Verifications are still ongoing, while the institution has requested the administration of security camera footage in the premises where the citizen was held. In parallel, the Prosecution and the Court have been asked to review the security measure and replace it with another measure, in accordance with the health condition of the arrested person.
