The World Justice Project's 2024 Index shows a decline in the rule of law. Justice and the judicial system are entering a deep crisis
The WJP ranks Albania with a score of 0.48 and ranks 89th out of 142 countries. The problematic factors are corruption, open government and fundamental rights. The data reveals a system that does not check power and does not provide effective justice.
Albania enters 2024 with a clear diagnosis from the World Justice Project. The country scores 0.48 and ranks 89th out of 142, which places it in the risk zone for the rule of law. The factors that lower the score are documented: “Absence of corruption” scores 0.45, ranking 75th in the world. “Open government” falls to 121st, indicating poor transparency and low accountability. “Fundamental rights” ranks 113th. “Criminal justice” scores 0.42 and ranks 78th, while “Civil justice” and “Order and security” stop at 59th. These data constitute evidence that corruption remains high, control over the executive branch is weak, and citizens do not find prompt and impartial protection in the courts.
The judicial system needs immediate therapy. The government should publish all contracts and normative acts in a single accessible register. Parliament should restore real control over the executive through measurable parliamentary investigations with binding deadlines and recommendations. The Special Prosecution Office should expand investigations to conflicts of interest in tenders and concessions, not just individual cases. Courts should reduce delays with public targets for civil and criminal cases and report every three months on the real stock. The High Judicial Council and the High Prosecutorial Council should link career evaluation to performance in corruption cases and compliance with procedural deadlines.
The index does not measure rhetoric. It measures the citizen's experience with the state. The 2024 result places Albania in the red zone. Reform requires evidence: financial investigations that address the root of corruption, mandatory transparency in contracts, and trials that are concluded on time. Problemi me i madh ngelet mungesa e kontrollit te o Parlamentit ndaj organeve shteterore te ekzekutivit. Sa per te permendur vetem kontrollet e KLSH qe nuk i pyet njeri ne administrate.Politikane qe nuk pranojne se ne demokraci ka pergjegjesi per vjedhjen e pasurive te popullit dhe buxhetit qe del nga taksat e popullit.
Ka një keq kuptim. Prokurorët dhe gjyqtarët jo gjithmonë shkelin proçedurat se janë të pa aftë. As se e bëjnë gjithmon për hirë të përfitimeve materiale të çastit. Por më shpesh, si shërbim ndaj institucioneve publike dhe shtetërore. Ka një konspiracion, për ta njësuar pushtetin me shtetin. 'Kasta' po rakordon veprimet. Ndryshime Kushtetuese. Ndryshime të rendit kushtetues, nga Republika e Shqipërisë në Republikë Presidenciale me Edi Ramën President. Nga 140 deputet në 101 deputet. Nga Parlament në dy dhoma shto Senatin. Referendum për ndryshimet Kushtetuese. Pas referendumit qeveri teknike dhe zgjedhje . Ky skenar nxjerr jashtë loje Reformën në drejtësi. Presidenti i një Republike Presidenciale dhe Senatorët nuk hetohen dhe as gjykohen për krime penale, përjashto shkeljen e rëndë të Kushtetutës dhe nëse vrasin vetë dikë. SPAK del në pension të parakohshëm. Prokurorët marin apo jo një mandat të dytë nuk ka asnjë vlerë. SPAK i ngritur për goditjen e krimit dhe korrupsionit në nivelet e larta të politikës, ngelet pa tekst. Marrja nën hetim e çdo pilitikani të lartë për të cilët ka prova dhe indicie është një Akt i madh revolucionar, në shërbim të qytetarëve, të shtetit dhe të kombit. Ndryshe :"Puna e Komisarit ishte loja".
