Ardian Tufa, also known as "Nardi Lunder", has reopened the robbery laboratory in Farka, again issuing new AMTPs to the same people on the same assets previously declared counterfeit. This illegal practice, instead of being punished, has been covered up by institutional silence.
In this way, disputed and falsified properties have ended up in circulation again, paving the way for another step: legalization through building permits. Sources close to the Municipality of Tirana indicate that building permits have been issued for these properties. The main beneficiary of this chain of decisions is the oligarch Behar Çukaj, who has obtained large construction areas thanks to a scheme that the citizens of Farka describe as "legal plunder".
According to a complaint received by Pamfleti, Ardian Tufa has benefited from around 300 hectares of land with a market value of around 35 million euros, through the alienation of property in collaboration with cadastral chiefs.
In fact, Ardian Tufa has started the "craft" of managing property deals in close collaboration with Martin Kala, director of ASHK Rurale 1. Together, they have created a parallel cadastral "office", where disputed and falsified properties circulate freely, as if they were goods on the market. With Kala's seal, everything becomes legal, even when it is clearly a crime. For the "merits" as an alienator of public assets, Ardian Tufa has been helped in this entire process by several surveyors, who work exclusively for Narit Lunder's properties.
Earlier, a whistleblower had filed documents and an audio recording with the editorial office of Pamflet that clearly speaks of a shocking reality. In it, Ardian Tufa appears with unlimited access to property transfers, talking about them as if they were personal belongings. In conversations, he openly discusses "property transfers" and "title clearances", without any shame, as if he were the owner of the cadastre himself.
These intercepts reveal that "Nardi Lunder" considers himself above the law, moving properties around like in a chess game where he is the only player.
Nardi Lunder now seems to be eclipsing Artur Shehu's property mafia, which looks like a mere amateur compared to him. While Shehu operated in the shadows, Tufa operates in the sunlight, with Martin Kala in the cadastre, with surveyors in his pocket and with building permits in hand.
But the most shameful scheme is now unfolding in Kodra e Diellit. According to the information received, Ardian Tufa is preparing for the next bingo: an area of about 35 hectares above Kodra e Diellit is being prepared to enter Ardian Tufa's "laboratory". But in this case, according to sources, Nardi Lunder is using the state police to resolve conflicts with residents, forcing them to declare that they do not own any property in that area, a fact that, if proven by investigators, constitutes a flagrant case of violation of the law.
According to sources, Ardian Tufa has engaged the Police Post to carry out all the actions and to obtain declarations from the residents that their land does not belong to them. A large area that is being confiscated to then be given to an oligarch, in an operation that is reminiscent of the darkest methods of the property mafia.
With criminal records for property alienation, document forgery and criminal collaboration with the cadastre:

It is not known what stage of investigation these files are in, or whether some of them have been secretly dismissed. But what is known for sure is that Ardian Tufa is being followed step by step by investigators.
In recent years, despite having four criminal records, Ardian Tufa continued to operate unscathed in Farka, adding more and more wealth to his name every day, until now he has set his sights on Kodra e Diellit.
Now, investigators from the Special Prosecution Office have been put into action and are investigating the entire property scandal in the 'Nari Lunder' area, where the entire scheme is expected to be revealed very soon. But the question remains: will the frightened residents dare to speak out? Or will "Nari Lunder" continue to operate untouched, while the cadastre and the police serve as its personal guards?
It is not difficult to understand for what services this scoundrel of properties, falsification of documents and pressure on citizens is transferred from one area to another, while not being touched by justice for his scheme in Farka and Kodra e Diellit. /Pamphlet
