The book 'The Albanian Files' reveals the 'Kingcoast Albania' project; on the surface that Rama gave to the Russian oligarch for a 'pomegranate and kiwi farm', a city with towers and resorts will be built. Decisions 6/4 (2018), 6/9 (2020) and 827 (2025) donated about 1000 ha to Karavasta. Behind the mask of the companies 'Trema Investment' and 'Agro Iliria Group', stand Deripaska, Trebicka and the Turk Cevdet Caner, described by Viceroy Research as the boss of a kleptocratic clan.
In the book of 523 towers and resorts, which Edi Rama and the drug and construction mafia have called "The Albanian Files", there is also a project to build a city of towers called "Kingcoast Albania" in the Karavasta Lagoon and National Park.
These decisions, signed by Edi Rama as Prime Minister, Chairman of the National Territorial Council and Chairman of the Strategic Investment Committee, foresee the construction of a city with towers for 50 thousand inhabitants with an area of about 1000 ha of public land in Karavasta.
That city will be built by Russian oligarch Oleg Deripaska and Ilir Trebicka, to whom Prime Minister Edi Rama donated the land of the lagoon and national park in Karavasta, supposedly barren land, in the name of their companies "Trema Investment 2" and "Agro Iliria Group-Karavasta", supposedly for a farm with pomegranates, kiwis, grapes, figs, pears, etc.
The decision signed by Edi Rama, with no. 6/4, dated April 19, 2018, of the Strategic Investment Committee, with which he donated 800 ha of public land in Karavasta, while with Decision 6/9, dated June 24, 2020, he added another 131 ha in Karavasta.
On December 30, 2025, Edi Rama signed Decision No. 827, with the subject: "Some additions to Decision No. 355, dated 20.04.2018", granting another 68.8 ha of state land in Karavasta to the company "Agro Iliria Group", as support for strategic agricultural investment.
The Book of Towers Reveals the Construction of a City, Not an Agricultural Farm
The book of towers "The Albanian Files" reveals that on the surface of about 1000 hectares of land in the Karavasta Lagoon and Park, the Russian oligarch Oleg Deripaska and the Albanian oligarch Ilir Trebicka, a friend of Edi Rama, will not build an agricultural farm with pomegranates, kiwis, grapes, figs and pears. But they will build a city of towers, palaces and villas "Kingcoast Albania" for 50 thousand inhabitants, disguised behind the company with the same name "Kingcoast Albania Holdings", created on January 31, 2024, disguised behind the company "Niu Real Estate GmbH", which is actually in partnership with the companies "Trema Investment 2" and "Agro Iliria Group-Karavasta" of Deripaska and Trebicka.
The city is designed with tall towers, residential buildings and villas, administrative buildings, 3 mega-resorts, 2 marinas for boats and 4 parking lots around the lagoon and the National Park, while the forests will be replaced with flat spaces, where grass cultivated in laboratories will be planted.
Although there is no official announcement for the implementation of this project, work has begun on the ground, with the final phase of a new 20 km promenade around the Karavasta Lagoon, in function of the new city "Kingscoast Albania"; 4 million euros of which were financed by the government through the Albanian Development Fund and the Divjaka Municipality.
When it is known that over 30 thousand residents, or about 60% of the population, have emigrated from the Municipality of Divjakë, it is not known from which countries Edi Rama, Ilir Trebicka and Russian Oleg Deripaska will bring 50 thousand residents to populate the new city "Kingscoast Albania" in Karavasta.
Turk with Austrian citizenship, Cevdet Caner, owner of the company "Kingscoast Albania Holdings" sh.pk, created on January 31, 2024, disguised behind the company "Niu Real Estate GmbH" which is the mask of Rama, Deripaska and Trebicka in the city's investment in Karavasta, has been described by the financial research agency "Viceroy Research" as the secret boss of a kleptocratic clan with influence in the real estate market in Germany.
He was in Albania and met with Edi Rama, Ilir Trebicka and two powerful ministers, 1 month before a group of SP deputies proposed amending the law on protected areas, which allowed concrete buildings of any height in these areas./ Pamphlet

Në korrik 2025, një grup i lidhur me Yakir Gabay vizitoi Shqipërinë për t’u takuar me përfaqësues të Partisë Socialiste dhe për të shqyrtuar projekte të mundshme zhvillimi në zona natyrore të mbrojtura. Ka pasur shqetësime publike lidhur me lidhjet politike dhe nëse emërime të caktuara, si pozicione në organe këshillimore, mund të përdoren për të ndikuar në vendimmarrjen për projekte si zhvillimi i propozuar i Ishullit të Sazanit.

Tregtia per ngastren, ma do mendja qe eshte per rrushin dhe piktura qe do shoqeroje 5000 banoret e Karavastase do te jete vetem me nje gjethe rrushi, te mbulojne hallatet, se asgje tjeter nuk kane ne zoterimin e tyre. Piktura dhe skulptura " lakuriq me gjethe rrushi" i gjeni te perjetesuara me shekuj ne Uffizi. Te perjetesuar ose si mund te interpretohet ndryshe immortal... Edhe "Nene Shqiperi" mund te quhet immortal, por partizanet e mjere quhen vdekatare, sepse nuk kane skulpture ( uroj qe 523 kullat e Rames mos tju ngjitet ndonje gjethe rrushi se cfare mund te mendojme, kemi 523 eunuke???!!)..
A e kuptono cfare ka bere ky maskara? Ka shitur Shqiperine ne emer te popullit! Kush oa kerkoi? Si ka mundesi behet rusi pronar ne Karavasta? Si ka mundesi behet pronar Osmani ne Vlore? Kjo eshte e pabesueshme! Turpi te mbulofte!

Prandaj e prishen projektin norvegjez ne bujqesi keta.Aty 3000 ha i kishte marre nje kompani norvegjeze dhe qeveria i beri oresion me gjoba per ti larguar per llogari te ketij projekti te ketij rusit.
