After being appointed head of AIDA, Laura Plaku (Saro) continues to direct strategic investments while her husband, cousin, and mother build a wealth empire in Albania and London, with money that allegedly comes from Bankers Petroleum and investment bribes.
The Executive Director of the Albanian Investment Development Agency (AIDA), Laura Plaku (Saro), was appointed on September 14, 2023 by decision of the Board of Directors No. 1. This is no ordinary position. AIDA is the agency that approves the "strategic investment" status, the seal that paves the way for large investors to benefit from state-owned properties at bargain prices and fast construction permits.
Laura Saro comes to this post with a long history of roles in key institutions, from the Prime Minister's Office to the General Prosecutor's Office, but also with a consulting firm that prepared strategic investment files specifically for AIDA. She is known as a protégé of Engjëll Agaçi, the Secretary General of the Prime Minister's Office, the man who holds all the strings of Edi Rama's cabinets. The appointment to AIDA places her in a key position on strategic investments and state property, raising serious questions about the conflict of interest and the family network she has built in Albania and London.
After leaving the consulting firm PCG in liquidation, Prime Minister Edi Rama has appointed Laura Saro to head AIDA, giving her the keys to strategic investments.
Her husband, Sokol Plaku, is the administrator and 100 percent owner of ALS Consulting, a firm that provides assistance in strategic investments in the field of tourism and legal and financial consulting. So, the same type of service that Laura Saro's PCG offered before she was appointed to AIDA. The husband advises investors, the wife approves the investments. A perfect family business arrangement. Sokol Plaku has not declared the balance sheets of his firm for years. It is not known how much he has earned, from whom and for what. It is only known that ALS Consulting operates in the same field where Laura Saro has absolute power.
Laura Saro’s cousin, Arlisa Saro, is a story in itself. A British citizen, born in November 1991, she resides at Hardwick House, Waterfront Drive, SW10 0JR, London. Three companies are registered at this address. POLMAX LIMITED, established on 19 April 2024, of which Arlisa Saro is the sole director and the only person with significant control, deals with real estate: buying, selling, renting and managing properties.

Arlisa Saro është bashkëaksionere me Ceno Klosin në FIRST BAR LIMITED që nga 29 janari 2019. Ish-kreu i Tatimeve Klosi po hetohet nga SPAK për aferën Bankers dhe dyshohet për mosdeklarim të aseteve në Londër. Kushërira e drejtoreshës së AIDA-s ka qenë në biznes me shefin e Tatimeve për vite me radhë, pikërisht kur ai mbikëqyrte fiskalizimin e kompanive shqiptare dhe kur ajo blinte prona në Londër.
Fondacioni Mirësia ka në krye dy gra: Arta Saro, nëna e Laura Saros, dhe Manushaqe Plaku, vjehrra e Laura Saros (nëna e Sokol Plakut). Fondacioni ka marrë leje zhvillimi nga KKT për "Ndërtimin e qendrës për institucionet e KMSH-së në Peqin". Objekti po ndërtohet nga Fondacioni Mirësia, i cili dyshohet se po përdor para të përfituara nga Bankers dhe nga rryshfetet e AIDA-s, të përziera me donacione. Fondacioni qarkullon qindra mijëra euro donacionesh përmes një mekanizmi të errët, pa transparencë. Këto para po kthehen në beton, në një qendër për institucionet e KMSH-së, duke i dhënë një fasadë ligjore parave të pista.
Me dosje hetimore në hije, por pa u prekur nga SPAK
Laura Saro nuk ka dosje penale të hapura zyrtarisht, por rrjeti i saj familjar dhe biznesi i bashkëshortit janë nën hijen e hetimeve të SPAK për aferën Bankers Petroleum. Ceno Klosi, ish-kreu i Tatimeve dhe bashkëaksioner i kushërirës së saj në Londër, po hetohet për Bankers. Besnik Çerekja, ortaku i saj në PCG, ka përfituar miliona euro nga Bankers. Laura Saro ishte pronare e PCG, firmës së konsulencës financiare që ishte në marrëdhënie të vazhdueshme me Bankers Petroleum dhe që kishte të ardhura mbi 1.2 milionë euro në pesë vjet.
– Dosje hetimore e SPAK për Ceno Klosin, bashkëaksioner i kushërirës së Laura Saros në First Bar Limited, për aferën Bankers dhe mosdeklarim të aseteve në Londër.
– Dosje hetimore për Besnik Çerekjën, ortak i Laura Saros në PCG, për përfitime nga Bankers Petroleum në vlerë 2.7 deri në 4.4 milionë euro.
– Dosje të mbyllura pa transparencë për PCG, e cila u likuidua nëntor 2021 dhe u çregjistrua janar 2023, pikërisht përpara se Laura Saro të emërohej në AIDA.
– Dyshim i fortë për konflikt interesi mes rolit të Laura Saros në AIDA dhe firmës së bashkëshortit Sokol Plaku, A.L.S Consulting, e cila ofron konsulencë për investime strategjike.
Për këto dosje dhe dyshime nuk dihet në çfarë faze hetimi ndodhen, apo nëse disa prej tyre janë pushuar fshehurazi.
Paratë nga Bankers dhe rryshfetet e AIDA-s kanalizohen në kompani guackë dhe prona në Londër
The thesis rests on three pillars that must be proven separately:
The money was received from Bankers Petroleum and strategic investments. This is proven by the financial statements of PCG and ALS Consulting. Both firms had large revenues from consulting in the field of strategic investments, precisely when Laura Saro had the power to approve them.
The money was transferred to British structures. This is proven by bank transfers or accounting links between Albania and the UK. Polmax, Better Bonds and First Bar are three British companies directly linked to the Saro family and Ceno Klosi.
Money became property. This is proven in HM Land Registry, where purchases of real estate in London are recorded. First Bar Limited already owns a property in Surrey. Polmax and Better Bonds were created to buy more.
Today, the network and anomalies are documented. The movement of money from source to destination has not yet been documented. Without this trace, the thesis remains a strong suspicion, not a fact. But in Albania, where SPAK investigates slowly and where the government protects its own, this suspicion is more than enough to raise the alarm.
Questions that need answers
Why was Laura Saro, a woman with a consulting firm in the same field where she approves investments, appointed to head AIDA?
Why doesn't Sokol Plaku's husband declare the balance sheets of ALS Consulting?
Why does Arlisa Saro, Laura Saro's cousin, have company in London with Ceno Klosi, the former head of Taxes under investigation for Bankers?
Why is the Mirësia Foundation, run by Laura Saros' mother and mother-in-law, building a center with donated money that allegedly comes from corruption?
Why is SPAK not touching these people, despite the weight of evidence and numerous files?
Laura Saro is not just the head of AIDA but the link between Bankers Petroleum, strategic investments, London, Ceno Klos, Besnik Çerekja and the Mirësia Foundation. She stands there untouched, approving investors, managing funds and building a family empire on the back of the Albanian state.
It is not difficult to understand for what services this strategic investment woman is transferred from one institution to another, while she is not even touched by SPAK for the Bankers affair and the AIDA bribes. /Pamphlet
