Scandal in Brryli, permission for a building on the collector that carries the weight of the area's sewage...
The endless permits signed by Edi Rama and his gang, in addition to concretely concreting Tirana, seem to be getting citizens into trouble as well.
In one of the main areas of Tirana, the Brryl area, very close to the "Koço Gliozheni" maternity hospital, a 12-story monster is expected to be built. Although there is a palace square there, everything will be leveled and a palace will be built next to the other buildings, where, in addition to the destruction of public spaces, there is a fundamental problem: The building is planned to be built on the main sewage collector.
Building Permit No. 73/20 Prot., dated 04.12.2025, approved on the basis of the decision of the National Council of Territory, authorizes the construction of a residential and service building with several floors above ground and two floors underground on "Bajram Curri" Boulevard. The technical documentation shows that active sewer collectors pass under the plot, including a main collector with a diameter of Ø800 mm, part of the main network that serves a significant part of the capital, including the Brryl area, one of the densest and most populated neighborhoods of Tirana.

The construction permit was granted to the company "Walter Construction", owned by citizen Demokrat Valteri. The company was founded in 2019, without carrying out any activity. But, in 2022, the situation takes a strange turn. On December 16, 2022, the company's assembly, which consisted only of the owner, Demokrat Valteri, made the decision to donate 50% of the shares to a citizen from Durrës, but residing in Tirana, Edmond Koka.
Thus, the company was divided 50% by Demokrat Valteri and 50% by Edmond Koka. The administration of the company once again remained with citizen Evisa Valteri.
After that, the company starts getting building permits, including the one we're talking about today. The company will build on a palace square that was once occupied as a private parking lot, but the owner came out and will now have 12 floors.
But, for the residents, the biggest problem is not this, but the fact that construction is being carried out on top of the sewage collector.

For months, they say they have been demanding transparency, explanations and concrete answers. Instead, they say, they have encountered an administration that speaks with procedures, but not with citizens. Responsibilities are passed from one institution to another, while the main question remains unanswered: what guarantee is there that the main collector will not be violated?
This, according to residents, is the most obvious form of institutional arrogance. Not because the institutions have made a decision they don't like, but because they have created the impression that the community's voice has no weight in the face of the decisions made. When it comes to the safety of an entire neighborhood, the silence and lack of transparency are perceived as just as disturbing as the project itself.
The main sewer collectors are among the most critical elements of the functioning of a city. Any intervention that compromises their integrity or functioning can cause blockage of the sewer network, sewage overflows, massive flooding, environmental pollution and serious risks to public health. In an area with high residential density such as Brryli and Bajram Curri Boulevard, such a failure would not be simply a technical problem. It could turn into an urban emergency with consequences for thousands of residents.

Tirana Water and Sewerage Company sh.a., the institution that owns this collector, has confirmed in writing that the pipes under the land are in working condition and that the surrounding buildings discharge into them. In another letter, UKT has refused to approve the project for the relocation of the network, because it is not signed by the responsible designer and does not provide for the protection of the neighboring 8-story building, the foundations of which are affected by the excavation.

So, this is a clear proof of the stupidity of the constructions. First, how can a building permit be granted between two buildings that are next to each other, since the windows will be adjacent to each other, not to say that there will be none at all. Then the other element is the collector. Can a building permit be granted without first studying the underground? Only in Albania do such wonders happen, where it is enough for the rulers to fill their pockets, since the people suffer the consequences. /Pamphlet
