The arrogance of Elbasan prosecutor Gjergji Ceka, and the support he finds from judge Megi Strakosha, by becoming a party against lawyer Uljan Bajrami, have added another case to the list of abnormal, unethical and illegal behavior of prosecutors and judges in the Albanian justice system.
According to numerous complaints from citizens and lawyers, prosecutor Gjergji Ceka, for more than a year in Elbasan, has been involved in many episodes of arrogant behavior, aggression and lack of balance during court hearings. There have been cases of abuse of criminal files and insulting behavior towards parties and lawyers in the courtroom.
But these are not the first manifestations of his problematic behavior. Prosecutor Gjergji Ceka has manifested the same attitude before, during his tenure in Korça and Pogradec. For this reason, numerous complaints have been made against him to the General Prosecutor's Office, the High Prosecutorial Council (KLP) and the High Inspectorate of Justice (ILD).
Ceka was first appointed as a prosecutor on February 11, 2020, at the Korça Prosecution Office, where misconduct towards lawyers and defendants was reported. As a result, after only five months, the KLP decided to transfer him as a seconded prosecutor to Pogradec.
Even in Pogradec, within a year, many complaints were filed against Prosecutor Ceka for arrogant and abusive behavior. On June 30, 2021, with intervention from segments of the government, he returned to the Korça Prosecutor's Office, where he remained until July 29, 2024, accumulating a series of complaints there for improper behavior and lack of professional responsibility.
Since July 2024, Gjergji Ceka has been temporarily appointed prosecutor in Elbasan. The case of the conflict with lawyer Uljan Bajrami is not the only one, as there are many others reported to the KLP and ILD, but no disciplinary or administrative measures have been taken against him.
It seems that these institutions have "handed over" this prosecutor, thinking that after several transfers without results, there is no point in dealing with him anymore. But the fact that a prosecutor with unstable behavior continues to represent the state in the courts is alarming and shows the degradation of the system of selection and control of the integrity of prosecutors.
According to many sources, Ceka shows clear signs of emotional disorder and lack of balance, which directly affects the quality of work and respect for the parties in judicial processes.
The KLP has the legal obligation to intervene immediately to remove this prosecutor from contact with citizens and lawyers, transfer him to an administrative position without public contact, or, if necessary, refer him for treatment to psychiatric institutions; which, ironically, are located just a few meters from the Elbasan Prosecutor's Office building./ Pamphlet

Nga kush po prisni ju te hetoje nga ILD me Artur Metani ne krye qe eshte nje viktime dhe ka frike nga hija e vete. Apol KLP qe eshte dhe vertetuar qe eshte nje social klub, apo kryeministri artist/klloun qe se ka idene e shtetit si fuksionon.
