The 'alligator' director of corruption has fabricated two new tenders a week before the holidays: 10.2 million for roads (although the ARRSH has developed them) and 720 thousand for 'consultancy' of 100 tourist villages, a project closed for 2 years after the theft of 110 million euros. SPAK has questioned him for two files; money laundering and 500 million lek for his son's restaurant, but has not arrested him yet...
The Albanian Development Fund has been denounced with evidence as one of the 4 largest "black holes" for corruption with public and EU funds, while director Dritan Agolli has been proven to be the signatory of affairs worth millions of euros, including fictitious tenders to steal.
Director Dritan Agolli did the same thing on June 19 and 22, 2026, by fabricating two tenders with a total value of 12.72 million euros including VAT, for two services that were clearly fabricated to extort these funds, a week before going to the beach.

Agolli has published the procurement procedures for the 2 tenders in the Public Procurement Bulletin dated June 29, with the following items:
· The first procedure is for improving the safety, sustainability and functionality of roads, with a fund limit of 10.2 million euros including VAT, which will take place on July 27, 2026.
· The second procedure is for consultancy, design and supervision of 100 villages, with a fund of 720 thousand euros including VAT, approved by the Ministry of Finance and will take place on July 24.
To create the possibility of forgetting possible thefts, director Dritan Agolli has set a 2-year period as the time for implementing contracts, as he has done with many other fabricated tenders during his 7 and a half years as director of the Albanian Development Fund, appointed by Edi Rama and the oligarch Bashkim Ulaj, who employed him.
The first tender was created and announced just 1 week after the Albanian Road Authority held tenders for the same object: maintenance, improvement of safety and functionality of roads in all four regions of the country.
Meanwhile, the tender for consultancy services, design and supervision of 100 tourist villages is completely fictitious, because this project failed, was closed and became null and void two years ago, after 110 million euros were stolen through fictitious tenders that were fabricated and developed by director Dritan Agolli.
But Dritan Agolli, the "alligator" director of corruption, is not being touched by SPAK, although he has been questioned once for two investigative files:
· One for money laundering in construction and restaurants through his wife and son.
· Another for abuse of funds and abuse of office with tenders, giving the boy's restaurant 500 million lek from the state budget, for allegedly preparing menus for 100 tourist villages.
The fact that SPAK is not arresting him, or even prosecuting him criminally or suspending him from duty, has created in Dritan Agolli the belief that he is untouchable, continuing to do business with tenders, which he gives to oligarchic and drug-trafficking clients that he predetermines with Edi Rama./ Pamphlet
