SPAK has launched an investigation against Artur Shehu for the theft, using forged documents, of 240 hectares of land on the coast of Zvërnec, Narta and Pishe-Poro, which he sold to build resorts and complexes of palaces and villas.
If SPAK does not limit the investigation to Artur Shehu only, but to all the files of the stolen lands on the Vlora-Ksamil coast, it will reveal that the same falsifications as Artur Shehu were made by Rrahman Selmanllari, Shkëlzen Berisha's friend and mask in the theft of lands on the coast, drug trafficking and money laundering through construction.
For 17 years, in the archives of the prosecutors' offices and courts of Saranda and Vlora, there has been a file regarding the robbery of 137 hectares of coastal land in Ksamil-Saranda, carried out by Rrahman Selmanllari with forged official documents.
To prosecute the theft of these lands, Rrahman Selmanllari collaborated with Petrit Aliaj, a former judge in Saranda from 1995 to 2020, when he was dismissed from vetting for corruption, links to crime, money laundering, and 93 court files in favor of land robbers with false documents, among them decisions on lands robbed by Rrahman Selmanllari, de facto Shkëlzen Berisha.
In March 2004, the former High Council of Justice dismissed judge Petrit Aliaj and he worked as a "legal advisor" to the businesses of trafficker Klement Balili, sentenced to 10 years in prison.
But in June 2006, a year after the "Father of Zen" came to power, Judge Petrit Aliaj returned to the Saranda Court, with the agreement that Rrahman Selmanllari would prosecute the robbery of 137 hectares of land in Ksamil.
With 4 court decisions in the years 2006-2009, during the rule of the "Berisha" family, the judge of Saranda, Petrit Aliaj, held his ground and convicted Rrahman Selmanllari, de facto Shkëlzen Berisha, of the theft of 137 hectares of land in Ksamil.
Rrahman Selmanllari forged the documents for the lands he stole, in collaboration with Shkëlqim Beshiri, known as Shkëlzen Berisha's mask in the tower permits granted by Edi Rama, and the "laundry machine" for money laundering in construction.
While judge Petrit Aliaj awarded the stolen lands in Ksamil through these forged documents, dragging out court hearings, accepting false witnesses, disappearing real property evidence, not accepting the complaints of former owners, and accepting false maps and expert reports.
SPAK finds it very easy to prove the theft of lands by Rrahman Selmanllari in Ksamil, and even in Saranda, Lukovë, Borsh, Himara and Vlora; by comparing the files in the Central Commission for Property Restitution and Compensation, in the State Archives, in the Vlora Prefecture and the former Ksamil Municipality and the Saranda-Vlora cadastre.
SPAK may also investigate the ownership file of 18 thousand 300 m² of land in Cadastral area No. 1481 in Skalikare-Dhermi, in which Rrahman Selmanllari, on May 19, 2026, started the activity with the tourist complex "RM-Group", in partnership with Ismet Shehu, the owner of the restaurant "Ceren" in the former military department of Dajti, donated by Edi Rama.
