Before the Laws Committee, Altin Dumani proudly declared that he had launched investigations into corruption cases based on “anonymous denunciations,” including the one with the pseudonym “Nesti Angoni,” which led to the investigation of Erion Veliaj.
But he did not say a word about the documented denunciations of “Pamphlet” regarding the state assets embezzled by the trafficker Gjergj Luca, the man who for 12 years has become a symbol of state capture and government clientelism.
For three years, SPAK has had official evidence of this colossal robbery; government decisions, "1 euro" contracts, illegal donations, fictitious rents and abusive funds, but Altin Dumani has not opened any investigation.
The reason is clear: if the "Gjergj Luca" file is opened, the traces lead directly to the signatures and orders of Prime Minister Edi Rama, the man who has approved every decision to donate state properties to his favorite "fisherman".
Assets granted to Gjergj Luca by government decisions
· With VKM no. 873, dated 30.10.2015 and VKM no. 266, dated 29.03.2017, Luca received for free 15 thousand m² of State Reserves in Labinot-Fushë of Elbasan and 1500 meters of tunnels, which are not included in the contract.
· With Council of Ministers No. 526, dated 25.07.2019, it acquired the former military department in Çekrez, Gramsh, with an area of 28,960 m².
· With Council of Ministers No. 701, dated 30.10.2019, the state enterprise "Iron-Nickel Mining Park" in Përrenjas, with an area of 10,287 m², has benefited.
· With Council of Ministers No. 394, dated 09.06.2022, it acquired the former Sugar Factory in Maliq, with 4889 m² of buildings and land.
Forests, lakes, sea and European funds
· 10 ha of forests in Zall-Shkumbi for photovoltaic energy.
· 40 ha in Shmil, Elbasan for energy.
· 44 ha in Zarranik for hunting and wildlife.
· 10,382 m² of land in Labinot-Fushë for a "cultural complex".
· 5.1 ha in Klenjë, Bulqiza for a tourist resort.
· 30-year concession for Lake Xarra and 15 square miles of sea for fish farms.
· 1.3 million euros from IPARD funds for farmers and subsidized diesel for luxury yachts.
· 2500 euros per month rent from the state for a Customs office on its property.
In total, the value of assets stolen from the state and benefited by Luca reaches 2 billion euros, according to data collected from official sources.
Dumani is a fraud; he investigates anonymous people, but not mafia members
While declaring that he "is not afraid of anyone", Altin Dumani has turned a blind eye to this economic supercrime. He agrees to pursue "anonymous" individuals without identity, but not files that lead to government corruption.
For Gjergj Luca there is no proceeding, no investigation, no evidence, even though SPAK has a legal obligation to act on the basis of published facts and official documents.
This silence is no longer a coincidence. It is pure political protection.
Because if the "Gjergj Luca" file is opened, those who helped him plunder state assets will also end up in the dock; from the prime minister, to the ministers, to the officials who signed the clientelist acts.
Until then, Altin Dumani's SPAK will continue to be a selective apparatus, which only hits Edi Rama's prey and protects the sharks who keep him in the chair./ Pamphlet
