A gang of Edi Rama's clients, friends and old partners are extorting the country's last public assets.
After 12 years of absolute power, the prime minister has set up a network of robbers operating under the cover of the law on "strategic investments" and, most recently, through the Albanian Investment Corporation, a concocted structure to give public properties to his friends with clean papers.
At the head of this scheme, Rama has placed Elira Kokona, former assistant to Engjëll Agaç, who signs the documents for every asset that the government transfers to its clientele for “economic development.” In practice, this means: alienation of lands, palaces, public institutions and protected areas in the name of “tourist revitalization.”
Basketball tower instead of "Asllan Rus"
In August 2025, Kokona opened the procedures for the “rejuvenation” of the “Asllan Rusi” Sports Palace in Tirana. Two months later, a project by the Dutch studio MVRDV, the same one that designed the tower with Rama’s face in the center of Tirana, was announced as the winner.
On paper, it is said that a hotel in the shape of a basketball will be built, but in fact, behind the studio is businessman Ilir Trebicka, a former friend of Edi Rama from his basketball days.
Trebicka, through the company Trema Tech sh.pk, has contracted the foreign studio to legitimize the project, which in reality is a private business on the public land of the Sports Palace. Elira Kokona has signed the documents, while Rama will present it as an "architectural value."
This is a pure act of alienation of public property and abuse of state funds, a file that SPAK should have opened yesterday, if it had not become a spectator of government looting.
From Dhërmi to Farka; Trebicka's private empire
Ilir Trebicka, a name that emerged in the international “Panama Papers” scandal with the offshore company Re-Land Energy Ltd, is today one of the largest beneficiaries of public assets in Albania.
In 2019, he received from Edi Rama the status of strategic investor for a tourist complex in Dhërmi, through the company Drimadhe I & I sh.pk, with a ridiculous capital of only 100 thousand lek.
The “Thymus Resort” complex includes two hotels and 38 two- and three-story villas. Five years later, Rama added another 2,336 m² of construction area, with a special government decision, turning it into a typical case of money laundering and document forgery.
In July 2024, the National Territorial Council approved another project for Trebicka and partner Ilir Hoxhallari, a complex of villas and mansions in Farka, on land obtained in a dubious manner through the company Trema Investment sh.pk.
In Divjaka, Trebicka acquired about 800 hectares of public land for an “agricultural farm” in 2018, through the company Agro Iliria Group, in partnership with Shpëtim Osekun, a “farmer” used as a legal mask. Within a few years, the project was turned into a photovoltaic plant and then into a villa construction area.
The decision of the Strategic Investment Council, headed by Rama himself, gave the land to Trebicka for free, without competition and by default.
Garda Tower: "Grand Park Skyline"
In August 2024, the KKT, with Rama's signature, granted permission for the construction of the "Grand Park Skyline" tower, next to the Republic Guard, on the site of the former Tirana Bank building. The main beneficiary: Ilir Trebicka again.
The tower's apartments have been put up for sale before the construction pit has even been opened, with prices starting from 10 thousand euros/m² and reaching 30 thousand euros/m² on the first floors.
This is Rama's economic model: plundering public property, laundering money, and building towers for court clients, while propaganda talks about "tourist development" and "urban modernization."
SPAK is silent, the brigade is building
Trebicka is just one of many "strategic friends" of Rama who have received public property for 1 euro, construction permits without competition and investor status to concrete the coast and the capital.
The Investment Corporation has become the private customs of Rama's towers, where every decision passes with the signature of the prime minister and the blessing of Elira Kokona.
If Altin Dumani's SPAK does not dare to investigate this case, then the Albanian justice system can definitely be considered part of the state robbery gang led by Edi Rama./ Pamphlet
