Prime Minister Edi Rama has "put an end" to the plight of thousands of homeless and needy families, left without homes after the earthquake, to favor the business of tower block builders, oligarchs and their connected clients, some of whom are traffickers who launder billions in construction.
With Government Decision No. 553, dated October 1, 2025, Rama repealed Decision No. 79, dated January 31, 2020, which planned for the "Autotraktorët" area in Tirana to be turned into a construction zone with 2,000 social housing units, for housing families left homeless after the earthquake, for families in need and young couples.

This project would be implemented by the Municipality of Tirana through the state-owned company “Tirana DC sh.a.”, while the apartments would be distributed by the municipality, through donations to the affected families or with facilitated rental contracts. The apartments would be financed by funds obtained through international loans and donations worth 1.2 billion euros, which the Albanian Government collected specifically for this purpose.
But for six years, Rama did not implement the decision to build this new residential area, while the funds and donations collected for the project are unknown where they ended up. Moreover, he did not even allow verification by the Internal Audit of the Ministry of Finance.
On October 1, 2025, Rama signed the repeal of the 2020 decision, canceling the project to build 2,000 social apartments and dashing hopes for housing thousands of families in need.

Instead of social housing, the prime minister has ordered that the area of the "Autotraktorët" area be designated as a high-rise development zone. The Territorial Development Agency has already started accepting applications from construction companies for the construction of towers, hotels and shopping malls.
Which oligarchs or businessmen connected to traffickers will build in this area is known only by Rama, who will select the builders himself and provide them with building permits. Meanwhile, homeless families and young couples, who were deceived with promises during the electoral campaigns, will have no chance to benefit from an apartment, because the prime minister thinks only about the towers and the profits of his clients.
We recall that on April 28, 2025, shortly before the elections, Rama, accompanied by ministers and MPs, held a meeting with the homeless residents of the "Autotraktorët" area, where he promised to build social housing.
