One of the strongest conflicts between the former director of the National Bureau of Investigation (BKH), Aida Hajnaj, and the head of SPAK, Altin Dumani, is related to the investigation file into corruption and financial affairs of MP Flamur Noka.
Based on several clues, criminal reports, and references from US investigative agencies, SPAK reopened a previously closed file on Flamur Noka — a file that had been closed by former Chief Prosecutor Adriatik Llalla in October 2014 and refused to be reopened by former Prosecutor General Arta Marku in May 2018.
According to the law and the evidence provided, the investigation was conducted by a group of BKH agents, with the object of the benefits of Flamur Noka's family members from the National Housing Authority. The investigation documented the benefit of four apartments in Saranda, obtained under the guise of being "homeless families."
According to the file, these apartments were acquired by Flamur Noka's sister, who lives in Kamëz, his two brothers (one living in Belgium, the other in Tirana) and his brother's Belgian wife, in the period 2006–2008, when Noka was chairman of the Board of the Housing Authority.
The BKH investigation was also extended to the period when Flamur Noka was a deputy and Minister of Interior, including his family and people connected to him. The investigation revealed undeclared assets, unjustified income, suspicious financial transactions, money laundering, hiding assets with relatives and friends, sales deeds and mutual donations, as well as a 50 million lek loan obtained with false documents as a "homeless person".
The property investigation extended to the Cadastre, all banks, financial transfer agencies, savings and loan funds, and notary offices, revealing numerous evidence of illegal assets and their concealment.
The investigative file, prepared and signed by Aida Hajnaj, was submitted to SPAK for criminal proceedings against Flamur Noka and persons associated with him. But SPAK leaders, according to sources, refused to prosecute the case criminally, asking the director of the BKH to accept the “silent closure” of the file, with the reasoning that criminal prosecution against Noka “would cause political unrest.”
Aida Hajnaj refused and informed the FBI team cooperating with the BKH and SPAK, stating that the request to dismiss the case was served as a "social concern" regarding the political situation.
By June 2, 2023, Flamur Noka had been summoned twice to the BKH and once to SPAK, where he was questioned and evidence was presented to him, before the file was forwarded for criminal proceedings and a request for the lifting of immunity. But the investigation was blocked by SPAK and the case did not advance.
On June 27, 2025, Flamur Noka was summoned again to SPAK, but for the complaint he himself made against the Socialist Party for "electoral crimes", while the property file was frozen with the justification of "lack of evidence".
Another investigation has been opened against Flamur Noka, for his signatures as Secretary General of the Democratic Party, in the $6 million lobbying contract to remove Sali Berisha's "Non Grata" and the electoral contract with Chris LaCivita.
It remains to be seen whether this investigation will also be dismissed due to lack of evidence, or out of "concern" that it will not cause "political chaos and public unrest" again./ Pamphlet
