After the Strategic Investment Committee, with which coastal land and beaches were plundered and donated, Prime Minister Edi Rama has set in motion the Investment Corporation, led by his former advisor Elira Kokona, to plunder and donate the land of public institutions in Tirana, Durrës, Vlora and beyond for towers.
One of these projects is the vacant area near the Cadastre headquarters in Tirana. With a notice dated September 24, 2025, the Investment Corporation has called on builders to participate in the project with the object: "Construction and management of the Cadastre headquarters, through the private enterprise Lift Tower".
This is the fourth re-advertisement within a year. In November 2024, January 2025 and May 2025, offers were submitted by companies such as "Edil Al-It", "DK Construction ONE Corp" and "Alko Impex", but all three procedures were canceled by order of Rama, under the pretext of "unprofitable offers".
What is behind the “Lift Tower” project?
Behind the project to "revive" the Cadastre building, lies the donation of a 2,300 m² plot of land for the construction of a triple tower with 40 floors above ground and 7 floors underground.
The tower will be multifunctional: offices, commercial premises, hotel, student residence, apartments and parking. In this "public-private partnership", the state requires only 45% of the surface area, as compensation for the new Cadastral building.
To favor selected builders, the project has been divided into two parts:
1. “Development and management of state buildings”
2. “Utilization of free space for the construction of towers”.
The government justifies this bargain with the "emergency to rehabilitate the depreciated Cadastre building and modernize the appearance of Tirana."
Rama's favorite architects
After three failed auctions, an investor is being sought to accept the "pears' market". Foreign architectural studios such as "Baukuh Studio Associato", "Muoto" and "Sam Chermayeff Office", personally selected by Rama, have been engaged for the project.
It remains to be seen which state lands will next end up on the "red list", to be turned into towers by the Investment Corporation, the new guise for the plunder of public assets./ Pamphlet
