It is not only a government scandal, but above all a shame and personal disgust towards Prime Minister Edi Rama, the fact that by government decision dated September 25, 2025, he gave another 50 million lek to the Deputy Minister of Health, Mira Kapisyzi-Rakacolli.
Rama donated these millions with Decision No. 538, dated September 25, 2025, for alleged health treatment abroad. This decision, in addition to using public taxes in a class-based and discriminatory manner for human lives, also refutes his propaganda for European-level health care.
The disgust in this case is related to the fact that on the Prime Minister's phone, in his office and in the Ministry of Health, there are over 2000 requests from families in need for financial support for parents, young people and children who need emergency medical treatment to avoid tetraplegic condition or even death. For these people, Rama not only does not guarantee efficient medical service, but does not give a single cent of assistance for treatment in private hospitals inside or outside the country. Meanwhile, to those in power with salaries and assets worth millions and with businesses and tenders won, he donates millions from Albanian taxes.
Former Deputy Minister of Health, Mira Kapisyzi-Rakacolli, may need financial treatment, but the fact that the government granted her 50 million lekë when she owns businesses, clinics and medical laboratories, while poor people are ignored, is indicative of a cynical and insensitive government, not even towards children who risk their lives.
Earlier, on July 19, 2023, Rama had given the same deputy minister another 30 million lek for treatment abroad (decision no. 441). He gave her the second check of 50 million lek on the day he dismissed her, on September 25, 2025, while the new Minister of Health, Evis Sala, began her mandate with a proposal to Rama to give this amount to Deputy Minister Kapisyzi-Rakacolli.
Meanwhile, thousands of taxpayer families with a minimum standard of living are begging "sultan" Edi Rama for financial assistance to save the lives of their families, but he ignores them, because they are not in power, his friends or acquaintances. / Pamphlet
