Strategic investments, a facade for foreign capital; in practice, only those in power benefit...
PPPs and the law on strategic investments are two of the areas where the US Department of State has leveled the strongest criticism against the Albanian government in its 2025 investment climate report.
In addition to problems with corruption, money laundering and affairs in the administration, DASH focuses on PPP and strategic investments, giving a second slap to Edi Rama.
For Washington, these instruments, which on paper are presented as a boost to economic development, in practice have reduced competition and ended up in the hands of companies connected to the government.
Regarding PPPs, the report highlights that: “ The continued use of public-private partnership (PPP) contracts has reduced opportunities for competition, including from foreign investors, in infrastructure and other sectors. Poor analysis and a lack of technical expertise in the design and monitoring of PPP contracts are ongoing concerns. Some US investors have faced contentious commercial disputes with public and private entities, including some that have gone to international arbitration .”
The Strategic Investment Law, adopted in 2015 and recently extended until December 2026, is also seen as a problematic mechanism. We all know that Rama has granted this status to all his close friends, and this fact is evidenced in the American report.
“ To encourage domestic and foreign investment in strategic sectors, the Albanian government adopted the Law on Strategic Investments in May 2015. According to the law, a “strategic investment” can benefit from government assistance for “assisted procedure” or “special procedure” to help navigate the permitting and regulatory process. The insignificant share of foreign investors that have benefited from strategic investor status has fueled the perception among foreign investors that the law has mainly benefited domestic companies with strong ties to the ruling majority ,” the report states.
This makes it clear that the law, instead of serving as a magnet for foreign capital, has ended up serving the clientele of the majority. Foreign investors denounce slow procedures and bureaucracy, while companies close to the government receive the status at record speed. /Pamphlet
