The "Xhafaj" Commission, recreated with a new name and support from both parties, aims to oversee and control SPAK, while the US openly warns Tirana about political interference in the justice system...
The secret bargain between Edi Rama and Sali Berisha has united the SP and the DP in passing clientelist laws with mutual interests for their political families, the oligarchs and the mafia clans that support them. Both sides have also found common ground in efforts to curb justice and bring independent institutions under control.
A typical example of Rama–Berisha cooperation is the creation of the Special Parliamentary Committee for Good Governance, Anti-Corruption and the Rule of Law, known as the “Xhafaj” Committee. Its aim is to exert pressure on SPAK and, if that does not work, to prepare the ground for its dissolution.
In May 2024, when the anti-SPAK commission was created, Berisha publicly declared that the DP would not participate, with the excuse that it “cannot sit at a table with the narco-state” and that it would not cooperate with a commission headed by Fatmir Xhafaj, a figure linked to scandals and with a brother convicted of international drug trafficking. But this stance was only a facade.
In July 2025, Fatmir Xhafaj declared that the commission had fulfilled its mission and presented a final report, which, according to parliamentary sources, was quietly approved by the DP deputies, with tacit approval from Berisha.
After the elections and the swearing-in of the new parliament, Berisha changed his stance and agreed to let the DP become part of the new parliamentary commission, formally called the “Commission on Civic Initiatives, Cooperation and Institutional Oversight”. In fact, this is the same commission with the same chairman, Fatmir Xhafaj, and with the same objective – exerting pressure on the judiciary and on SPAK – but with a new name to disguise the real purpose.
On October 2, 2025, Sali Berisha sent to this commission representatives of the Democratic Party: Ivi Kaso, Belind Këlliçi, Elda Hoti and Gjin Gjoni, as well as two substitute members, Fatmir Mediu and Gent Strazimir. He justified that it was a commission with a “different object”, but in fact the structure and purpose are the same.
After the ultimatum given by the US to Edi Rama and the political elite to stop the attempts to capture SPAK and BKH, Rama and Berisha “rebranded” the commission with a new name. However, the platform and goal remained unchanged: the subordination of justice to political interests.
At the first meeting of this commission, the deputies of the SP and the DP unanimously decided to immediately begin "supervision" of independent state institutions, to hold them accountable and to "orient" them on how to perform their duties.
