Following EU pressure regarding "Chapter 27 - Environment and Territory", Prime Minister Edi Rama launched an action to stop unauthorized construction and protect the territory from destruction.
Demolition with clientelistic list in Lalz and Kepi Rodonit; no demolition of the facilities of the "strong"
According to a list that does not affect his clients and friends, Edi Rama ordered the National Inspectorate for Territorial Protection to demolish several buildings in Tirana, Kavaja, Durrës, Vlora, and Saranda.
But it did not demolish any palace, any tower, any villa or resort without permission, built by oligarchs, traffickers and local and central government officials; especially in the areas of Lalëz, Shetaj, Kepi i Rodonit and Golem, where the unauthorized facilities of Visit i Poja and their families, partners and lawyers were not touched.
When speaking about the demolition of illegal constructions, Prime Minister Edi Rama said that the government has drawn up a "black list" with the names of people who have built without a permit; whose works will be blocked, their buildings will be demolished, and they will not be granted a construction permit for at least 5 years.
According to him, the government has made a "blacklist" of illegal builders, but does not publish their names, saying it is a document for internal use.
The question we ask the Prime Minister is this: - Have Pëllumb Salillari, Ilir Trebicka, Bashkim Ulaj, Gjergj Luca, Julian Morina, and Andrea Çaushi, who occupied the Lëkurës Castle in Saranda, been included in the "black list" of unauthorized constructions?
Have Roland Ziu, Arben Muçobega of Saranda and some drug traffickers and killers, connected to him as prime minister, with Olsi, Gaz Demi, Fidel Ylli and with ministers, deputies and mayors, been involved?
These individuals, the police, and the Territory Protection Inspectorate have found them several times building towers, villas, palaces, and resorts without permits in Tirana and the coast, but also violating projects by adding floors and expanding construction areas on state land and beaches.
Edi Rama himself has published several cases and ordered fines and confiscations; but the fact that he gives them permission and allows them to continue construction proves that he has not put them on the "black list".
Three normative acts in 1 day, demagogy to deceive the EU
On October 1, 2025, Babloku signed 3 normative acts for the control and discipline of construction; planning and inspection - protection of the territory from illegal constructions.
After Edi Rama, for 12 years, allowed and supported with government decisions the concreting of Tirana and the coast, tearing up the territory with and without permission, he approved 3 normative acts in one day.
With these acts, he is attempting to deceive the European Commission regarding the negotiations for "Chapter 27 - Environment and Territory", as if he has allegedly decided to save the country from destruction, when the forested area along the Veleipojë-Ksamil coast has disappeared and been concreted over.
Even mansions and villas have been built within the Butrini Park area, with the "Strategic Investor" and "Albania 1 Euro" construction permits, granted by Prime Minister Edi Rama himself, but also with illegal constructions, permitted and legalized by him./ Pamphlet
