
The election of the new head of SPAK is taking place through bargaining, distributed positions and bought votes. Electoral crime has entered the very institutions that should have struck it down...
SPAK is the structure that the law charges with cracking down on electoral crimes committed by parties, government officials, MPs and businessmen. But paradoxically, the very top of SPAK and the High Prosecutorial Council (KLP) are involved in a dirty political bargain for the election of the new head of SPAK; a process that resembles more an electoral campaign than a professional competition.
The two bargains that betrayed the "new justice"
1. Employment of Zeqir Hoda's son at BKH
On October 10, 2025, the SPAK commission for the selection of investigators of the National Bureau of Investigation, with members Klodjan Braho, Dorina Bejko and Sotir Kllapi, selected Ditmir Hoda, the son of KLP member Zeqir Hoda, as the winner.
One of the signatories of this nomination was Klodjan Braho himself, currently a candidate for SPAK leader.
Zeqir Hoda, the employee's father, is one of the members who will vote for Braho in the KLP. In short, an "honor" for one vote.
2. The pardon of prosecutor Ylli Pjetërnikaj
Just three days before the KLP meeting to approve the SPAK leadership candidates, Klodjan Braho, in his role as head of the second-instance vetting body, reinstated prosecutor Ylli Pjetërnikaj, a close friend of Zeqir Hoda.
This decision was made after Altin Dumani, who was supposed to chair the session, withdrew 24 hours before it was to take place, handing the case over to Braho.
The result: Pjetërnikaj was saved from dismissal and Hoda got one more reason to return his “honor” with a vote.
The Chairperson of the KLP confirms the lobbying
At the last KLP meeting, the chairwoman Mirela Bogdani herself publicly admitted that the members of the Council are engaging in internal lobbying and interference from outside the institution to vote for the preferred candidate.
Internal sources confirm that Zeqir Hoda is leading the lobbying group for the election of Klodjan Braho as head of SPAK, with the help of Hysen Keta, the head of Ethics at KLP.
The latter is the father of Joni Keta, currently the interim director of BKH, the institution that will also be approved by the same Council that votes for Braho.
In this mutual network of influences, everything has become a market for votes and recognition, where state positions serve as a currency of exchange.
When electoral crime is brought to justice
This situation is an institutional scandal, which undermines any faith in the independence of justice.
If the bodies that should investigate vote buying themselves practice it within their own walls, Albania no longer has justice; but a swindler's bargain for truncheons and mandates.
Instead of investigating corruption, SPAK prosecutors and KLP members are making deals like politicians in a campaign.
