
Guri Dashi lost his life on the Peqin-Elbasan road due to lack of security; the company with 110 million euros in tenders and political connections has not yet been investigated by SPAK
Engineer Guri Dashi lost his life at the Peqin construction site, while the company "Alb-Building" tried to cover up the incident. Pëllumb Beta and Odhise Bresha, partners with known ties to Gramoz Ruçi, have benefited from public tenders and have been convicted of money laundering, but have never been criminally investigated.
On October 24, 2025, during the assembly of beams on the new bridge at the Peqin-Elbasan road construction site, engineer Guri Dashi, works manager at the company “Alb-Building Sh.pk”, lost his life. He fell from the bridge due to the lack of safety conditions at work. His colleagues and family members stated that the company does not provide basic protection measures in any construction project.
The two partners of the company, Pëllumb Beta and Odhise Bresha, attempted to cover up the incident and, according to sources, sought to buy the family’s silence with financial intermediaries. Meanwhile, the police and the Labor Inspectorate remained silent, despite the legal obligation to immediately investigate. Sources within the construction sector claim that Beta and Bresha have direct financial ties to the former head of the Assembly, Gramoz Ruçi, through undeclared partnerships in “Alb-Building”.
After the family's public denunciation, the Peqin police initiated proceedings two days later, but the official report attributed the death to the engineer's negligence, avoiding the owners' responsibility. Instead, only the technical director EH was arrested for failing to comply with safety regulations at work.
During the 12 years of the Socialist Party's government, the company "Alb-Building Sh.pk" has benefited from 110 million euros of public tenders, all with "red flags" for lack of competition and maximum benefit from limited funds. The same company has also taken on the management of 9 concessions for the construction of hydroelectric power plants.

The Directorate for the Prevention of Money Laundering has fined the company 10 million lek and referred it to the Prosecutor's Office for refusing to declare data related to money laundering and terrorist financing. The Prosecutor's Office has not taken any action since December 2011. However, the Supreme Court, by decision no. 5086, dated December 7, 2023, has upheld the sentence against the owners of "Alb-Building".
This data, together with the court decision and the tender history, constitute serious indications for an investigation by SPAK into the network of political financing and corruption behind the company "Alb-Building Sh.pk"./ Pamphlet
