Edi Rama has provoked with the appointment of Liburn Aliu, using him as a political tool against Vetëvendosje. Reactions in Kosovo are cold, while in Albania he seeks to undermine the trust in Albin Kurti's ideas and the left-wing electorate that supports him.

The decision to appoint Liburn Aliu as Director of the Port of Durres appears to have been signed, but the government has not yet made it official. Sources within the majority confirm that Edi Rama has ordered a test of public opinion through two media maneuvers: first on several Pristina portals opposing Albin Kurti, and then in the Tirana media.

A deliberate provocation was marked when the Minister of Tourism and Environment, Mirela Kumbaro, published a congratulatory message on Facebook for Aliu’s appointment and deleted it just five minutes later. The post, which praised the “successful choice of Belinda Balluku” and the “excellent cooperation with Liburni,” was part of a communication test that Rama often uses to gauge political reactions on the ground.

In Kosovo, media outlets opposed to Vetëvendosje enthusiastically welcomed this appointment, interpreting it as a "buy-off" by Edi Rama to damage Albin Kurti before the November 9 elections. But according to analysts in Pristina, the effect of this game could be the opposite, as disappointed Vetëvendosje voters are also expected to mobilize in the face of interference from Tirana.

In Kosovar opinion, Rama's interventions are seen as toxic and paternalistic, and this perception is consolidated. Rama himself knows this, as he measures his popularity with constant polls, both domestic and foreign.

In fact, the goal of this movement is not Kosovo, but Albania. Rama seeks to strike at the sympathy that Albin Kurti has created among the urban left-wing electorate, especially among the supporters of Arlind Qori, the candidate for mayor of Tirana. By using Liburn Aliu, Kurti's former right-hand man who was removed amid suspicions of abuse, Rama seeks to weaken faith in the idea of ​​a new political elite that does not accept corruption.
