Illegal betting is an engine that has economically empowered organized crime and created an entire money laundering network that feeds the same structures as the drug trafficking that hit SPAK. The file that has been gathering dust in SPAK's drawers
Cocaine cartels have been dismantled, assets worth hundreds of millions of euros have been seized and fraudulent call centers have been closed, but illegal betting continues to operate openly in the middle of Tirana without being affected by any operation. While SPAK and the police celebrate historic strikes against organized crime, a market worth half a billion euros flows into the market every day without taxes, without a license and without any kind of responsibility. The state has shown that it knows how to strike, it has infiltrators and investigative capacities, but when it comes to betting, a finger is never lifted.
Online sites are closed by AKEP and reopened within hours with new addresses, while neighborhood outlets operate every day as if there were no law prohibiting them. The names of bookmakers operating without a license are known to everyone and can be found everywhere in the capital: "333", "CR7", "B3T", "03", "Arena", "Modig", "Trodo Caffe", "Fair Play Bast", "Barcelona", "Viena" and "Reali" . These entities operate openly, in corners of buildings and on telephones, untroubled by any action similar to those that brought down traffickers and fraudsters.
The story of this failure begins in October 2018, when the Parliament approved the law that completely banned gambling with effect from January 1, 2019, closing 4,214 betting points throughout the territory through the action called "The End of Folly" . The Prime Minister promised then that no shutters would be raised for betting anymore, but five years later, in March 2023, he himself admitted the failure with the words "we could not stop it" and announced the return of sports betting only online with the argument that formalization was more effective than leaving it in the black. This promise was turned into law in 2024, but two years later, that law remains lifeless, as the by-laws have not yet been approved.
Rezultati është një boshllëk i rrezikshëm, pasi Shqipëria nuk e ka më tregun e ndaluar plotësisht si në vitin 2019, por nuk ka ende as tregun e licencuar dhe të monitoruar që i premtoi ligji i vitit 2024. Mes këtyre dy gjendjeve rrjedh e gjithë paraja në të zezë, duke i kaluar buxhetit të shtetit 80 deri 100 milionë euro në vit nga taksat e munguara, ndërsa qarkullimi i përgjithshëm i këtij tregu mund të shkojë deri në 500 milionë euro në vit. Një gungë parash që nuk shkon për shkolla dhe rrugë, por për kulla, resorte, bare, restorante dhe hotele, duke treguar se bixhozi nuk ka qenë thjesht lojë, por burim pasurish për ata që e mbrojnë.
Kush përfiton nga vonesa dyvjeçare në miratimin e akteve nënligjore që mbajnë peng tregun formal dhe kush i ka pasur në dorë vendimet që e kanë lejuar këtë aktivitet të vazhdojë pa u ndalur?
Cilët janë operatorët që presin licencat dhe a kanë lidhje me persona të ekspozuar politikisht apo me rrjetet që sot veprojnë jashtë ligjit?
Pse, kur shteti di të infiltrojë call center-at në katin e trembëdhjetë të kullave të Tiranës dhe të gjurmojë ngarkesat me kokainë drejt Europës, nuk arrin të identifikojë agjentët e basteve që punojnë në çdo lagje?
Bastet ilegale janë një motor që ka fuqizuar ekonomikisht krimin e organizuar dhe ka krijuar një rrjet të tërë pastrimi parash që ushqen të njëjtat struktura si trafiku i drogës që goditi SPAK. Paratë që rrjedhin nga bastet pa licencë nuk qëndrojnë në kasafortë, por shndërrohen në pasuri të paluajtshme, kulla luksoze 38 kate, resorte, hotele dhe biznese që hapen në sy të gjithëve, duke krijuar iluzionin e një prosperiteti të ligjshëm që në fakt mbështetet tërësisht në aktivitetin kriminal. Financojnë gjithashtu partitë politike dhe mbajnë në pushtet kriminelët.
Nëse më parë pastrimi i parave lidhej kryesisht me kokainën dhe trafikun e lëndëve narkotike, sot bastet ilegale ofrojnë një burim po aq të fuqishëm dhe shumë më të vështirë për t'u gjurmuar, pasi transaksionet në dorë dhe platformat online pa identifikim krijojnë një mjegull që e bën pothuajse të pamundur ndjekjen e parasë. Kjo ka bërë që paraja e pistë nga bastet të përzihet me atë të drogës në të njëjtat prona, duke forcuar një ekosistem ku krimi i organizuar nuk varet më vetëm nga një burim i vetëm, por ka diversifikuar të ardhurat dhe i ka bërë ato më rezistente ndaj goditjeve të shtetit.
The file on illegal betting has been handed over to SPAK, but it seems to have ended up in the drawer of Klodian Braho and Altin Dumani, while operations against traffickers and fraudsters continue unabated. The crackdown on the drug cartel and call centers shows that the investigative capacity exists, but the lack of the same determination against illegal betting cannot be explained by a lack of funds. It may be a matter of priority, it may be the lack of a legal framework that makes the crackdown operational, or it may be something more worrying, but whatever the answer, it belongs to the institutions that today boast of sensational seizures. /Pamphlet
