Protesters accuse the prime minister of violating the Constitution and have filed a public complaint with SPAK for Zvërnec, Rrjoll, the Port of Durrës and dozens of other areas. 300 hectares were taken from Butrint, the Lëkurës Castle was given to the trafficker Andrea Çaushi, 800 hectares in Karavasta were donated to the Russian oligarch Oleg Deripaska. The European Parliament supported one of the protesters' demands, urging the Rama government to suspend construction permits in protected areas and amend the 2024 law, which paved the way for construction in these areas.

This case proves Prime Minister Edi Rama's clientelism, which constitutes a violation of the Constitution and the use of power to legislate affairs in the interests of builders affiliated with him, interests which he has protected by ignoring and denigrating the protesters.

The demand for Edi Rama's resignation is being accompanied by criminal charges against him, not only for the case of the unconstitutional investment law in Zvërnec, but for many other economic and financial affairs during his 13 years in power.

The content of the protest is a "popular" complaint against Prime Minister Edi Rama with concrete facts; a complaint for which, in accordance with the Code of Criminal Procedure, the Director of SPAK, Klodian Braho, must order the initiation of an investigation mainly with indications for any accusation made publicly.

As it mainly began the investigation into the manner in which the mafia Artur Shehu obtained land in Zvërnec, the procedures for its registration in the Cadastre, the sale deeds and the blocking of the value that foreign investors paid for the purchase of the land.

Protesters have accused Edi Rama of the 140-hectare land affair in Rrjoll, where oligarch Bashkim Ulaj has begun violently building a resort with the support of the State Police, although the matter is under criminal investigation and civil trial process for ownership rights.

Another criminal accusation that protesters have made against Prime Minister Edi Rama is the affair with 810 thousand m² of state land by the sea in the Durrës Seaport, donated by government decision for towers, palaces and hotels, to the Arab mafia represented by Mohamed Alabbar.

The European Parliament Resolution calls for the annulment of the 2024 law, which allows construction in protected areas, but Prime Minister Edi Rama has allowed the construction of resorts, towers and palaces in many protected natural, historical, cultural and archaeological monuments even before the adoption of the clientelist law in 2024.

By decision of Edi Rama and Minister Mirela Kumbaro, 300 hectares of natural park were taken from Butrint and given to oligarch Idajet Ismailaj and other oligarchs to build villa and palace complexes.

The Cultural and Historical Monument "Lëkurësit Castle" in Saranda has been given for use by the trafficker Andrea Çaushi, inside and outside of which he has built a resort and parking lot, while Edi Rama has donated 60 hectares of land around this castle to another trafficker, Dajlan Avdia, to build palaces and villa complexes.

With Decision No. 6/4, dated April 19, 2018, Prime Minister Edi Rama donated 800 hectares of land to Ilir Trebicka and Russian oligarch Oleg Deripaska in the Karavasta Lagoon protected area, while a day later, with Decision No. 355, dated April 20, 2018, he gave them another 131 hectares of land, and on December 30, 2025, he gave them another 68.8 hectares in this lagoon for farms and resorts.

According to official data, Prime Minister Edi Rama has granted 183 construction permits for resorts, towers, palaces and villa complexes in 53 protected areas in Tirana, Durrës, Korçë, Elbasan, Fier, Gjirokastër, Berat, Saranda, Himara, Lezhë, Pogradec and Shkodër.

Among them, he has granted building permits for lakeside mansions in Tushemisht to Sali Berisha's son-in-law, Jamarbër Malltez, and his partner Fatmir Bektashi.
