The head of SPAK, Klodian Braho, and the Director of the State Police, Skënder Hita, have taken out of the drawers the files of powerful criminal groups connected to the political, governmental, police, judicial and oligarchic clans, which the former head of SPAK, Altin Dumani, and the former Chief of Police Ilir Proda had kept blocked.
Initially, Klodian Braho was judged for inaction, but as it turns out, the six-month period after taking office was a phase of scanning drug trafficking and money laundering groups.
The National Bureau of Investigation had submitted to SPAK in 2024 the complete investigative file, with numerous pieces of evidence, for the international drug trafficking group led by two brothers from Elbasan, Shpëtim and Isa Aliu, who were considered suppliers to the groups of Eldi Dizdar, Çopjave and Dritan Gjika.
In addition to this group, Klodian Braho has also launched a crackdown on land robbery and alienation networks in Saranda, Himara, Zvërnec, Karaburun, Vlora, Lalëz, Kavaja, Tirana and Velipojë, through companies that are suspected of laundering millions of euros of corruption and drug trafficking in the construction sector.
Just two weeks after taking office, the Director of the State Police, Skënder Hita, launched operations against land grabbing and illegal construction in Saranda, Himara and Vlora, where according to data, segments of the police leadership structures were also implicated, as well as the criminal network of "Call Centers", whose files, according to the allegations, had previously been kept blocked.
The files submitted by Albanian law enforcement agencies and international partners, according to this perspective, have remained unexamined for a long time, as a result of political, oligarchic influences and connections with underworld figures.
Skënder Hita dismissed the head of anti-trafficking, Ulian Shpataraku, from the police, while the focus of the investigations was also placed on possible connections between police segments and criminal groups operating in Elbasan.
Also, suspicions and public accusations have been raised about family ties and profits from illegal construction, money laundering and property alienation, which according to the author of the text have not been investigated with the same intensity.
According to published data, during his three years in office, Altin Dumani has not finalized 43 files received from SHISH, the Directorate for the Prevention of Money Laundering, European Union partner agencies, and BKH investigative reports.
These files relate to individuals, trafficking groups, financial institutions and public officials suspected of money laundering, investments in construction and transfer of capital outside Albania.
Meanwhile, Skënder Hita has taken measures against 13 cases of police officers' involvement in criminal activity, and has intervened against cannabis plots, for which, according to the author, there was previous information.
Three cases considered examples of the inviolability of political families
^ Termination of the investigation against Amant Josifi, with the argument that the case was being investigated by the Spanish authorities, although he turned out to be involved in the network of “Call Centers” in Albania.
^ Termination of the investigation against Olsi Rama for the drug laboratory case in Xibraka, with the argument that SPAK had failed to identify him as involved, despite claims previously raised by German investigators.
^ Termination of the investigation against Shkëlzen Berisha for the Gërdec case, with the argument that there were insufficient elements to continue the criminal proceedings.
