The Ombudsman has launched an unannounced inspection at the Institution for the Execution of Criminal Decisions in Shenkoll, Lezha, within the framework of his mandate as the National Mechanism for the Prevention of Torture. The inspection is taking place today and will continue tomorrow.
According to preliminary findings made public by the institution, the situation in the prison is worrying. The inspection team has identified severe overcrowding in the accommodation facilities, as well as a significant lack of medical personnel in relation to the health needs of the prisoners.
The Ombudsman considers that such conditions violate human dignity and contradict the minimum standards of the European Committee for the Prevention of Torture (CPT).
" The main problem is that it should have been a high-security hospital, not a prison with two psychiatrists ," declared the People's Advocate, Endrit Shabani, after the inspection.
During the inspection, the inspection group is verifying accommodation conditions, health services, complaint registers, and is conducting private conversations with prisoners, without the presence of institution staff, to guarantee obtaining information independently.
After the inspection is completed, the Ombudsman will send a full report with specific findings and recommendations to the Ministry of Justice and the General Directorate of Prisons. The institution announces that the results will also be compared with the findings of last year's inspection of Shenkoll prison, to verify whether previous recommendations have been implemented.
In his response, the Ombudsman emphasizes that respecting the rights of persons deprived of liberty is not a matter of mercy or favor, but a constitutional obligation of the state towards every person under its care.
