Hungary has taken a decisive step towards dismantling the political system built by Viktor Orbán, after Parliament approved the 17th amendment to the Constitution on Monday, which ends the mandate of President Tamás Sulyok and opens the process of replacing key figures appointed during the previous government.
The amendment was approved with 139 votes in favor and 6 against, while MPs from Orbán's Fidesz party boycotted the parliamentary session.
Prime Minister Péter Magyar, who won the April election with a two-thirds constitutional majority, described the vote as the beginning of the dismantling of the "Orbán regime."
" Based on the democratic mandate given by the Hungarian people, the replacement of Orbán's political puppets can now begin ," Magyar declared.
According to the amendment, the term of President Tamás Sulyok ends once the constitutional changes come into force. Parliament will then elect a new president who will remain in office until the new Constitution comes into force, but for no more than five years.
If Sulyok refuses to decree the amendment within five days, Parliament has warned that it will initiate procedures for his dismissal, while the law can be signed by the Speaker of Parliament.
Speaking to MPs, Magyar described the Constitution drafted by Fidesz as "the founding document of the Hungarian Cosa Nostra" and accused Orbán's governments of subjecting the state to the political will of a single man for 16 years.
He also accused President Sulyok of remaining silent in the face of violations of the rule of law, including the use of secret services against the opposition, attacks on the judiciary, the media and civil society organizations.
The constitutional package is not limited to the removal of the president. It establishes a maximum term limit of 12 years for deputies, an age limit of 70 for constitutional judges, reforms in the judicial system, and the creation of new mechanisms for the restoration of what the government calls "constitutional democracy."
Since taking power in May, Péter Magyar's government has begun replacing the heads of institutions appointed during the Orbán era, closed the Office for the Protection of Sovereignty, criticized as an instrument of pressure on political opponents, and suspended the public television and radio news service, which it has described as a "propaganda machine."
The Fidesz party has called the amendment an "unprecedented attack on democracy." The party's parliamentary group leader, Gergely Gulyás, resigned from his post, while Orbán supporters staged protests in Budapest against what they call the new government's "arbitrary rule."
