The Special Court found shortcomings in the wording of the indictment against the former mayor of Kavaja. Elvis Roshi is being investigated for abuse of office in two tender procedures in 2014, with an economic damage estimated by the Supreme Audit Office at 33 million lek.
The Special Court Against Corruption and Organized Crime has returned the investigative file of the former mayor of Kavaja, Elvis Roshi, to SPAK, requesting clarification of the criminal charge.
Judge Rudina Palloj, after hearing the parties in the hearing, assessed that the prosecution should clarify the wording of the charge. Even earlier, the GJKKO had given the prosecutor time to adjust the way the charge against the defendant was constructed.
Defense attorney Andi Skënderi objected to the procedure followed by SPAK, arguing that the prosecution's findings, the length of the investigations, and the filing of charges are not in accordance with procedural deadlines.
The court did not make public the reasons for the decision during the hearing. The tasks left to SPAK are expected to be communicated to the parties after the decision is fully disclosed.
Elvis Roshi is accused of abuse of office in connection with two tender procedures conducted in 2014, one of them for the cleaning service of the city of Kavaja.
According to the audit of the Supreme State Audit Office, the procedures have caused an economic damage of 33 million lek.
