While protesters are demanding the annulment of the "Mountain Package" law, considering it a modern copy and continuation of the logic of Law 7501, Prime Minister Edi Rama has ignored this request and has begun its implementation through the construction of special infrastructures in the service of private investments.
With another special act, in support of investments that will be developed in the areas included in the "Mountain Package", the government has signed a loan agreement with the European Investment Bank, worth 50 million euros, with a 10-year repayment period.
Meanwhile, another 50 million euros are expected to be secured through domestic debt, through the issuance of treasury bills, with guarantees from the Ministry of Finance and the Bank of Albania.
According to the contract approved by the government and then by the Parliament, the debt of 100 million euros, taken within the framework of the "Gateway to the Alps" project, will be used for the construction of infrastructure in areas where the areas that will be given for use under the "Mountain Package" law have been determined.
This funding, which critics say has been put at the service of private investors who will benefit from the lands and natural areas included in the project, was approved by Law No. 52, dated May 21, 2026.
Just a month later, the government signed the contract for taking on the debt.

These funds are intended to build roads, water supply networks, sewers and electricity lines, intended mainly for resorts, hotels and farms that will be built by private entities in the territories included in the "Mountain Package".
Meanwhile, population centers in rural areas continue to suffer from a lack of roads, health services, schools, drinking water, and electricity.
Infrastructure investments, financed by citizens' taxes, are being presented as part of a strategy for sustainable development and revitalization of mountainous areas, while opponents of the project argue that they will mainly serve the interests of private businesses.
According to them, this is the same clientelistic scheme that has been used before, where public funds have been invested in the construction of roads, water and energy networks for the purpose of resorts, hotels and private farms in Saranda, Himara, Vlora, Fier, Divjaka, Lalzit Bay, Kavaja, Durrës, Velipojë and Pogradec.
To justify taking on this 100 million euro debt, the government relied on the agreement dated February 5, 1998 between Albania and the European Investment Bank.
But critics point out that this agreement was conceived for investments in the service of rural communities and residential centers, not for infrastructure in the service of private investment.
According to them, in the current contract, the government is treating as "residential centers" the resorts, hotels and farms that will be built by private individuals on lands acquired under the "Mountain Package" law.
And it is precisely on this logic that the "Gateway to the Alps" project is being built, which is being financially supported by the state through public infrastructure./ Pamphlet
