
The government is postponing the implementation of the new property tax for the second time. Finance Minister Petrit Malaj stated that the full implementation will only begin in 2030.
Malaj spoke at the closing event of the ProTax Albania project and acknowledged that the transitional phase of real estate valuation will require the period from 2026 to 2028. He affirmed that the draft law is ready and that the ministry will soon send it to the Council of Ministers.
Malaj said that the government has built the Fiscal Cadastre system, but that municipalities are not yet connected to it. He emphasized that the integration of all municipalities will be completed by 2026 and that 2027 will serve for the national property valuation. He announced that in 2028, market-based valuations for buildings will come into use. Malaj emphasized that only in 2030 will citizens and businesses face land and plot tax according to European standards.
" By 2026, all municipalities will be integrated into the Fiscal Cadastre system. This is the essential prerequisite for any further step. In 2027, the national property valuation process will be carried out. While 2026-2027 will serve as a transitional period until the application of the new law. In 2028, the introduction of market-based valuations for buildings is foreseen, as well as the improvement of norms and reliefs. And in 2030, the implementation of the land tax will begin, based on a fully integrated system and according to European standards. This will also be the finalization of the reform ," said the Minister of Finance.
The Minister mentioned the current tax rates, where apartments pay 0.05 percent of the cadastral value and commercial entities 0.02 percent. He stated that the government's objective is for the weight of this tax to reach 1 percent of GDP. Malaj called for increased cooperation with municipalities and announced that the forecast of property tax revenues for 2026 is about 100 million euros, or 14 million euros more than in 2025.
Citizens are still waiting for clarity on how the market value will be calculated and the impact on future tariffs. The government acknowledges that the reform has been delayed, but aims for the new system to enter into force only after all technical phases have been completed.
