Lawyer Edmond Petraj, commenting on recent developments regarding urban renaissance 2.0 and the demolition of every unauthorized construction in every city in Albania, said that this was an institutional coup and that Rama has violated the law.
Further, Petraj stated that the police have taken over the authority of all other institutions and that there is no plan for the management and development of the territory.
"There is no development and management plan for the territory. The North is a wasteland, there are no properties and papers. They respect it with their elders. The competence belonged to the Shkodra municipality and this was the institution that had to issue several demolition acts and permits.
If these decisions were not implemented, the prime minister, through IKMT, should intervene with the state police.
"This is an institutional coup, Rama has violated the constitution. It doesn't matter if they could make a development plan for interested parties. I have followed these developments closely and I am sorry. There is an overlap, the police have taken the authority of all other institutions ," he said.
