Albania is one of the countries that could host thousands of asylum seekers rejected by EU member states. This is foreseen in the new European Pact on Asylum, while it is not known whether Prime Minister Edi Rama will stick to his previous statements that he will not accept any pact similar to that of Italy, for the accommodation of asylum seekers whose applications are rejected.
The EU has approved the model of housing asylum seekers in third countries, while the agreement between Edi Rama and Giorgia Meloni was also used as an impetus, on the basis of which the shelter centers in Gjadra were established.
A commentary by the Swiss newspaper NZZ provides details on what could happen in at least three countries: Albania, Uganda, and Tunisia.
According to Swiss media, EU interior ministers are expected to adopt a new regulation on returns, which will complement the asylum pact. It foresees the possibility of transferring rejected asylum seekers to return centers set up in third countries, such as Albania, Uganda or Tunisia, if agreements are reached with these countries.
The article begins with the efforts that the German government is making to correct the consequences of the migration policy of 2015, when then-Chancellor Angela Merkel pursued an open-borders course that, according to critics, weakened European cohesion and contributed to the political strengthening of the Alternative for Germany (AfD) party.
The current coalition of the CDU, CSU and SPD aims to restore voter confidence by implementing the Common European Asylum System (CEAS), which comes into force across the European Union on June 12. According to the article published in the NZZ, this pact could be one of the last opportunities for the traditional parties to restore credibility in migration policy.
The newspaper notes that one of the main problems remains the weak implementation of existing rules. At the end of last year, over 232,000 people in Germany were legally obliged to leave the country, but their deportation was suspended for various reasons, such as lack of travel documents, refusal of their countries of origin to accept them or other legal obstacles.
The new pact also aims to reduce irregular migration through a common database for asylum seekers, registration at the EU's external borders, accelerated verification procedures, border procedures for cases with low chances of asylum, as well as through faster and more effective returns.
“ The German government should continue to support this course, despite the expected opposition from both the right and the political left. The AfD is expected to argue that European solutions are not sufficient, while various non-governmental organizations and left-wing parties have warned of legal challenges to some of the new measures ,” the article says.
The newspaper emphasizes that a state governed by the rule of law must be able not only to offer protection to those who deserve it, but also to enforce decisions against those who do not have the right to stay. Otherwise, lengthy procedures and delayed enforcement of decisions risk weakening the system's effectiveness.
However, the NZZ warns that implementing the reform will be a difficult process. All EU member states must adapt their legislation and administration to the new rules, while local authorities in Germany have expressed concerns about the increased bureaucratic burden and lack of administrative capacity.
