
After Italy's failure to qualify for the 2006 World Cup, being eliminated for the third time in a row, the report drafted by Roberto Baggio in 2010 has returned to the center of public debate.
The document was prepared at a time of crisis for Italian football, following an early and disappointing elimination from the 2010 World Cup, where the team crashed out in the group stage. In August of that year, Baggio was appointed head of the technical department of the Italian Football Federation (FIGC), and in December 2011 he presented a voluminous report of around 900 pages.
The report contained a series of proposals for reforming the player development system and improving coaching methods in Italy.
According to "La Gazzetta dello Sport", Baggio's main recommendations included:
1- Creating more suitable sports facilities and establishing 100 new training centers throughout the country
2- Changing the FIGC's approach to the training of coaches and managers
3- Selection of coaches with higher education, preferably with university degrees and various professional experiences, not necessarily only in football
4- Creation of a permanent study group, with representatives from the federation and universities, in constant contact with coaches and technical staff
5- Significantly improve data collection and analysis in the youth sector
6- Placement of three FIGC coaches in each of the 100 proposed centers
7- Organizing around 50,000 matches per year for young people, with the aim of testing and developing talents
8- Placing a greater focus on the tactical aspect of the game, compared to the technical one
However, despite the ambition and detail of this plan, Baggio's proposals were not implemented. In 2013, he resigned from his post, stating that the recommendations presented had been completely ignored.
The return of this report to discussion comes at a time when Italy's performance in the international arena continues to be the subject of criticism and analysis of the structures of football development in the country.
