Kosovo on the brink of crisis, bargaining for the President increases the risk

Albin Kurti, leader of the majority in the Kosovo Assembly, has begun consultations with political party leaders regarding reaching a compromise on the election of the new President, with the aim of avoiding a crisis that would lead to the dissolution of Parliament and early parliamentary elections.

Kurti began the series of consultations with the leader of the LDK, Lumit Abdixhiku, and then continued with the leader of the PDK, Bedri Hamza.

The process of electing a new President in Kosovo, following the end of Vjosa Osmani's mandate, has entered a critical phase. The Assembly has until April 28 to elect a President, otherwise it will be dissolved and Kosovo will go to early elections again. The last elections in Kosovo were held on December 28, 2025, where Albin Kurti's VV won 51% of the votes, but failed to obtain a majority to elect the President alone.

Albulena Haxhiu is serving as acting president following the departure of Vjosa Osmani, while the Constitutional Court has set April 28 as the deadline for electing a new head of state. If a result is not achieved by then, the country automatically goes to elections within 45 days.

With the configuration of the Kosovo Assembly and the formula for electing the new President, a mathematical and political agreement must be reached. Vetëvendosje and its allies in the government have 66 MPs, an insufficient number to elect the president in the first two rounds, where 80 votes are required. Without the support of the opposition, the necessary majority cannot be secured. Relations between the parties remain tense and without concrete signals of compromise.

Names associated with Vetëvendosje, such as Glauk Konjufca and Fatmire Mulhaxha-Kollçaku, do not seem to have the potential to secure cross-party support.

But the debate over the presidency is increasingly linked to developments within the opposition. Lumir Abdixhiku has spoken of the need to consolidate the right under the leadership of the LDK, leaving open the possibility of including Vjosa Osmani in a broader political platform. However, the opposition has yet to present a clear and convincing strategy to challenge Kurti's political momentum.

The government has stated that it aims to avoid early elections, but the scenario that seems easiest to achieve is precisely this: Kosovo goes to the polls again.

This process could further strengthen Albin Kurti's position if he confirms electoral support, or reformat the political scene if the opposition manages to appear more coordinated and credible.
