The President of the Republic, Bajram Begaj, decreed the Criminal Amnesty this Tuesday, paving the way for the entry into force of one of the most important acts recently approved by the Parliament.
The law was voted on in the plenary session on June 18 with 84 votes in favor and provides that a total of 1,335 convicts will benefit from the amnesty.
According to the law approved with the votes of the Socialist Party and the Social Democratic Party, 466 people will be immediately released from prison, including 11 women and 1 minor. Meanwhile, 869 other convicts will benefit from a reduction in sentence, including 8 women and 1 minor. The criminal amnesty will enter into force 15 days after publication in the Official Gazette.
"The President of the Republic, His Excellency Bajram Begaj, with Decree No. 375, dated 30.6.2026, decreed today the promulgation of Law No. 57/2026, 'On granting amnesty'.
Also, the President of the Republic, His Excellency Bajram Begaj, today decreed the promulgation of Law No. 59/2026, 'On the electricity sector', as well as Law No. 60/2026, 'On electronic information on the transport of goods" , the Presidency announced.
The law provides that full release benefits, among others, men who have reached the age of 60, women over 50, as well as persons who were minors at the time of the commission of the criminal offense.
For convicts who do not meet the conditions for release, the amnesty brings a reduction in sentence. Men will have one year of prison time reduced, while women and minors will have one and a half years.
The amnesty also affects a portion of criminal proceedings that are still under investigation or in the trial process for less serious offenses, for which a maximum sentence of up to three years in prison is provided.
The law excludes fugitives, fugitives and those hiding from law enforcement from benefiting from the amnesty. Also excluded from the amnesty are those convicted of murder, crimes against humanity, sexual crimes, terrorism, drug trafficking, organized crime, corruption, electoral crimes and other high-risk criminal offenses.
One of the main limitations of the law is that no person being investigated or tried by the Special Prosecution Office (SPAK) will benefit from the amnesty. Likewise, persons sentenced to life imprisonment will not benefit.
