
The Democratic Party has again denounced the socialist mayor of Tropoja (Bajram Currit), Rexhë Byberi, for abuse of office, in relation to the institution's tenders and nepotism.
The spokesperson for the Anti-Corruption Bureau in the Blue Green Party, Genta Vangjeli, came out today with a statement accompanied by documents, where she publicly accused the mayor of continuing to violate the law and awarding tenders to his cousin, in contradiction with the decisions made by the Public Procurement Commission (PPC).
This is a tender with the object 'construction of the Auto Kika-Gj. Dragobisë-Qafë Paje road', with a limit fund of 82.9 million lekë.
"11 bidders participated in this competition, but in the absence of competition, the only remaining bid after disqualifications was declared the winner. The Contracting Authority disqualified 6 bids with a lower price than the winner, favoring the company 'Vllaznimi' shpk, previously denounced for family ties with the mayor of Tropoja, Rexh Byberi. Once again, the municipality has declared a company owned by the cousin of mayor Byberi the winner, repeating the scenario of family clientelism," said Vangjeli, among others.
She stressed that this is “the result of impunity for these officials,” referring to the fact that Byberi escaped a previous criminal case. She appealed to the judiciary to investigate this scandal and abuse by the local official.



Statement by the Anti-Corruption Spokesperson in the Democratic Party, Genta Vangjeli:
"The Democratic Party denounces another scandal in the Municipality of Tropoja, where legal violations and tender abuses continue to be repeated, encouraged by the impunity that gives the heads the courage to act openly against the law and in contradiction with the decisions of the Public Procurement Commission (PPC), which have a binding effect on the Contracting Authority.

The Contracting Authority disqualified 6 bids with a lower price than the winner, favoring the company 'Vllaznimi' shpk, previously denounced for family ties with the mayor of Tropoja, Rexh Byberi.
Once again, the Municipality has announced the winner of a company owned by Mayor Byberi's cousin, repeating the scenario of family clientelism.
But the scandal does not stop there.
The disqualified operator who submitted the lowest bid, which would have saved the Municipality 17 million lek, filed a complaint with the Public Procurement Commission.
By decision dated September 3 (2025), the PPC found that the reasons for disqualification do not hold and ordered a reassessment of the procedure. Despite this binding decision, the Municipality of Tropoja has again disqualified the bidder in question for the second time, adding reasons for disqualification in excess of the powers provided by the law and openly ignoring the authority of the PPC.
This failure to comply with the decision of the Public Procurement Commission, according to Article 119, point d of the Public Procurement Law, renders the contract invalid. The Democratic Party demands immediate discipline of the Contracting Authority in the implementation of the law and appeals to the judicial authorities to investigate and penalize violators of the law.
