The massacre that occurred in Shkodra on the first day of school, when Ragip Gila killed 2 people, injured 2 and then hit three others near the city hall, was a tragedy that had been predicted.
The warning came from a political decision by Parliament to release a wide list of convicts from prison with what was called the "2024 amnesty." An amnesty voted for jointly by the majority and the opposition, on the eve of elections, as if it were a historic reform.
Albania is perhaps the only country that turns amnesty into a political act. In serious countries, amnesty affects the elderly, the sick, or people who have behaved well in prison, but never active criminals with strong connections.
In our country, "coincidentally", the amnesty favors dangerous people, like Ragip Gila, known for years by the Shkodra police, convicted of illegal possession of weapons and caught several times in criminal activity.
A functioning justice system would have investigated whether a person convicted of illegal possession of weapons had connections to criminal clans. If this were found, he should not have benefited from the amnesty. Otherwise, the state sends a signal that anyone who carries a weapon without a license will be released quickly, encouraging repetition of the offense. In any concept of criminal law, the function of punishment is to prevent crime, not simply punish it.
Ragip Gila was just one of many beneficiaries of the amnesty. Many others were not convicted of weapons possession, but of corruption and abuse of office, investigated or punished by SPAK. If you look at the amnesty list, it is clear that it was not drawn up on general criteria, but for specific people.
Various sources say that the lists have been passed to the offices of Edi Rama and Sali Berisha, who have amnestied people linked to corruption and paramafia crimes. Most likely, the suggestions came from criminal groups. If SPAK will seriously investigate this issue, it can easily find out who proposed the amnesty of Ragip Gila and who included him on the list.
